Job description

As part of the People Team within the Corporate Services Directorate the HR Policy Development Officer will play a key role in shaping and delivering GIAAs People and Culture and workforce strategies. In this role, you will lead the development, review and continuous improvement of HR policies and guidance, ensuring they are clear, compliant, accessible and aligned with organisational priorities and best practice.

Working collaboratively across the People Team and with stakeholders throughout the Agency, you will help drive consistent, high-quality people management by embedding effective policies, supporting tools and engaging communications that enable our workforce to succeed.

Role responsibilities:

  • Lead the end-to-end development, review and maintenance of HR policy products, including research, design, benchmarking, implementation and evaluation.
  • Ensure all policy products are inclusive, fit for purpose, compliant with legislation, and aligned with organisational priorities and best practice.
  • Maintain and manage a structured HR policy review schedule, ensuring policies remain up to date, relevant and effective.
  • Support the development of associated frameworks, including employee relations policies, guidance, templates and supporting documentation.
  • Support the development of standard operating procedures (SOPs), toolkits and template documentation to enable consistent application of policy across the Agency.
  • Provide input into wider People and Culture initiatives, including contributing to learning materials to strengthen manager capability.
  • Use data, insight and feedback to evaluate policy effectiveness and identify areas for improvement.
  • Work collaboratively with colleagues across the People Team and wider organisation to support effective policy development and implementation.
  • Engage with stakeholders to ensure policies are understood, accessible and meet business needs.
  • Work flexibly with peers to support wider team priorities and respond to changing organisational demands.
  • Maintain awareness of HR practice, employment legislation and organisational context to inform policy development.
  • Comply with organisational systems, processes and information security requirements, ensuring sensitive data is handled appropriately.
  • Contribute positively to a professional, collaborative and high-performing team environment.

Person specification

Person Specification:

  1. Recent experience in developing and implementing HR policies, products/toolkits, or a strong HR generalist background with experience of advising on and applying HR policies and procedures.
  2. Experience of designing and delivering user-friendly HR products, guidance or toolkits that support effective people management and improve employee experience.
  3. Experience of researching and applying best practice using external sources and professional networks, with the ability to interpret and apply employment law and legislative changes in a practical way.
  4. Experience of interpreting legislation centrally issued guidance and organisational policy requirements, and translating these into clear, accessible documentation.
  5. Experience of managing multiple workstreams or competing priorities, delivering high-quality outputs to agreed timescales.
  6. Experience of maintaining governance arrangements for policies or procedures, including version control and scheduled review cycles.
