Job description

We are recruiting a HEO Portfolio Analyst within the Portfolio Management Office (PMO) of the Cyber Security and Digital Identity (CSDI) directorate. You will play a key role in supporting the effective oversight of a large and growing directorate. Supporting Finance and Governance sub teams and working closely with our policy and delivery teams, you will help ensure senior leaders have a clear, accurate and timely view of delivery performance, risks and priorities.

The CSDI directorate delivers significant parts of the Governments Cyber Security and Digital Identity agenda. The directorate also utilises the Integrated Security Fund to deliver cyber programming to tackle the highest priority threats to UK national security at home and overseas. Your role will help ensure we can utilise this, and other funds, successfully.

You will support a high-volume, fast-paced portfolio while reporting inputs from across a wide range of projects and programmes. You will gather, review and challenge information to ensure reporting is robust, consistent and reflects delivery reality. You will contribute to maintaining portfolio reporting, identifying emerging risks, supporting financial management, and ensuring information supports prioritisation and senior decision making.

The role requires strong organisational and analytical skills, attention to detail, and the ability to communicate complex information clearly. You will need to be comfortable working in a dynamic environment, managing competing priorities and building effective relationships across the portfolio.

This role has been aligned to Portfolio Analyst (HEO) on the Project Delivery Capability Framework.

Person specification

Portfolio Reporting

Track, analyse and report on headcount and workforce data, providing timely insights to support Senior Leadership Team decisions on resource allocation and workforce planning.

Risk and Opportunity Management

Manage the identification and monitoring of portfolio-level risks and opportunities, ensuring they are clearly articulated.

Escalate issues where appropriate and work with stakeholders to ensure risks are understood and managed effectively.

Financial Management and Reporting

Manage Purchase-to-Pay (P2P) activity, acting as the first point of contact for queries and coordinating the raising and monitoring of purchase orders.

Support the SEO Finance Analyst with monthly forecasting and budget monitoring, ensuring financial records are accurate.

Stakeholder Management

Engage with a wide range of stakeholders across the portfolio, building effective working relationships and acting as a key point of contact for reporting queries.

Draft and coordinate communications to ensure clarity around reporting requirements, timelines and expectations.

Digital and Data

Use digital tools to collect, analyse and present portfolio data, transforming information into clear, accessible insight.

Essential Criteria

  • Strong organisational skills, with the ability to plan and prioritise work, manage competing demands and meet deadlines.
  • Excellent written and verbal communication skills, with the ability to present complex information clearly and tailor outputs for different audiences, including senior stakeholders.
  • Experience of working collaboratively with a wide range of stakeholders, supporting engagement and maintaining effective working relationships.
  • Strong attention to detail, with a focus on maintaining accurate records and producing high-quality reporting and governance outputs.
  • Ability to analyse and interpret information to identify key messages, risks and trends, alongside a proactive approach to taking ownership of work and escalating issues where appropriate.

Desirable Criteria

Experience of working in a project, programme or portfolio environment, supporting planning, scheduling and delivery.

Understanding of governance processes, project controls, assurance and risk and issue management.

Experience of Oracle or similar financial systems.

Knowledge of, or willingness to learn, government finance principles and processes including P2P.

A willingness to work toward and successfully obtain a recognised Practitioner qualification in Project Management, such as APM PMQ, PRINCE2 or Managing Successful Programmes
