Job summary

A Electrical qualified person with technical and supervisory day to day managerial competence responsible for the activities of the Direct Employed Labour and Contractors working for the Trust. Clear team leadership qualities and a high degree of integrity will be required. The post holder will be expected to build up an in-depth technical knowledge of the Trusts property portfolio and have the ability to demonstrate a professional qualitative standard of service delivery.

Main duties of the job

To provide Supervisory, Technical and operational advisory support to the Maintenance staff and Contractors to the Trust.

Ensure the Maintenance staff are effectively supervised and operate within the Computer Aided Facilities Management and through recognised management operational procedures.

Have the ability to interpret technical electrical detailed manuals, undertake complex fault diagnose using cause effect analysis, repair and test complex Trust Engineering installations, plant and equipment and building elements.. Assist in commissioning, problem solve new technical services and communicate technical knowledge to others, particularly in the safe use of equipment.

A full driving licence is essential.

The successful applicant may be required to join our emergency cover rota after a probationary period, which may involve working unsocial hours on occasion

Job responsibilities

To provide Supervisory, Technical and operational advisory support to the Maintenance staff and Contractors to the Trust.

Ensure the Maintenance staff are effectively supervised and operate within the Computer Aided Facilities Management and through recognised management operational procedures.

Utilise the CAFM and Defect Job reporting package for Defect and PPM jobs, to support the production of management /planning reports and involving data input for productive hours and materials stores reconciliation.

To ensure the efficient planning and timely execution of maintenance and upgrade work. This will involve requisitioning services, authorising payment and budget monitoring of project works to ensure optimum use of resources, including the security of materials and transport.

To monitor and control the time keeping and conduct of the maintenance staff whilst maintaining a good standard of discipline.

To continually maintain records and control the allocation of staff leave involving the use of planning charts, correct authorisation, record keeping etc. in order to maintain adequate service cover at all times.

Prioritising of all planned and routine repair requisitions in accordance with Maintenance Department policy and the correct allocation of appropriate priority and trade codes. The post holder shall also manage planned and unplanned emergency service interruptions.

To undertake Risk Assessments, develop operational procedures, and promote co-operation, flexibility, and versatility with all the Maintenance staff.

Through the use of Risk Assessments and Maintenance records ensure that allmaintenance and works comply fully with statutory and other regulations i.e. Health & Safety at Work, Fire Safety, Building Regulations, COSHH , Asbestos Management Regulations etc

To liaise with Wards and Department staff to ensure the requested complex and routine work is specified correctly to meet the users needs, provided efficiently and completed within the agreed priority response periods. This applies to all work requests including patient critical Engineering Plant, Equipment and Building services. The post holder shall requisition and authorise materials and contract services within Trust Standing Financial Instructions and delegated authority.

Monitor all work to ensure it is of high quality and to the satisfaction of the user and within the department quality criteria.

Supervise the operation of Permit to Work Systems for areas such as: roofs /confined spaces, hot works, piped medical gas installations, fire alarms, etc.

To assist and support other Trust Technical officers in project work specifications, surveys, costing and other similar duties.

Keep plans, records and statistical data as instructed and ensure such records etc. are correct, updated and revised as necessary.

Identify staff knowledge and skills by appraisal, develop training plans and undertake training where necessary to update technical knowledge and learn new managerial techniques. Undertake on the job training to develop staff.

Assist in the Statutory testing programme to ensure compliance with current legislation. This will involve the completion of plant reports and test certificates

To work in potentially hazardous areas, confined spaces and contaminated equipment taking all safety measures to prevent danger, avoid injury and prevent damage all in accordance with the Trust and Department Health and Safety Policies and Safe Working Procedures.

To report any building, plant and equipment failures and request in writing for the supply of goods or services taking reference to Maintenance manuals, manufacturers data etc.. The post holder shall manage the maintenance of stock levels.

The post holder shall promptly respond to unpredictable incidents and emergency requests received via Hospital Bleep and or mobile telecommunications

To assist in site based surveys and full utilisation of the Building Management System, including the reporting of failures.

Be conversant with the current edition of the Electrical Safety Code for Low Voltage Systems for Competent Persons

Person Specification

PHYSICAL

Essential

  • Capable of working in maintenance and on construction sites, climbing ladders, heavy lifting, working in confined spaces etc

Education/Experience

Essential

  • Attained a recognised craft certified qualification and / or working towards a recognised BTEC/HNC Diploma or equivalent recognised technical qualification
  • Demonstrate a minimum of twelve months previous practical and theoretical experience in an Maintenance role within an Engineering or Building Field
  • Proven ability to understand and comply with detailed procedures and use I.T.
  • Ability to understand technical drawings and diagrams and diagnose technical faults
  • Be able to demonstrate an ability to plan programme and manage maintenance and project priorities under pressure
  • Be able to problem solve and rectify technical faults to fit for purpose standards.
  • Hold a current UK driving licence

Desirable

  • Completed and hold a recognised and certified Supervisory /Leadership and Management qualification
  • Hold recognised academic qualifications in English and Mathematics or an equivalent level of skill
  • Be able to demonstrate some continued training across traditional trade groups
