Grade B - £39,784 - £49,477 (National Framework) or £45,456 - £55,149 per annum (London Framework - if you are London office based or homebased and live within the boundary of the M25) - There is also an additional homeworking allowance of £529 per annum for those working from home

Contracted Hours: Full-time 37 hours per week

Contract Type: Secondment Opportunity for 3-5 months in total (we are looking for people to join us on secondment from their current Local Authority organisation for this period)*

Location: Homebased

We are looking for Inspectors to join our Local Authority Assessment (LAA) Team on Secondment from an existing Local Authority, to help us to deliver our programme of assessments of local authorities in England and help us assess how Local Authorities will deliver their duties under the Care Act 2014.

With the introduction of the Health & Care Bill, CQC have new powers regarding assessment of how local authorities (LAs) deliver their duties under Part 1 of the Care Act. These new powers support us to deliver on our new strategy to look at how care is provided by a local system, delivers on what is important for people using the services and reduces inequalities in their care.

We are undertaking an ambitious programme to assess all Local Authorities in England and are building on our existing team to deliver this. We are looking for inspectors to join the team who are passionate and knowledgeable about the work of Local Authorities and how they carry out their duties under the Care Act.

Whilst on Secondment with us, you will work as part of the LAA team focusing particularly on the 'review of information returns' analysis as well as supporting the gathering of 'people's voice', which is also a key area for the team.

Information return

The information return are the documents we request from local authorities that tell us how they are meeting their Care Act duties. It includes policies, strategies, processes, data, strengths and areas for development.

This role requires reflective analysis of the documents provided, against the Care Act Part 1 and the 9 quality statements within the Assessment Framework for Local Authority assessment.

Inspectors will need to be able to:

. Read and analyse documents against duties for local authorities under the Care Act Part 1 and against the quality statements in the assessment framework.

. Analyse the information against data including data provided by the local authority and national data sets.

. Identify areas of good practice and strength.

. Identify areas where there are gaps or inconsistencies.

. Identify areas for further questioning in relation to:

- People's voice including case tracking, voluntary community faith and social enterprise organisation

- Interviews with staff and leaders on site

- Interviews with partners

- Further evidence we may require from the local authority.

People's Voice

By speaking with voluntary, community, faith and social enterprise organisations and working with experts by experience to understand:

1) The LA relationship with the VCSE & Faith groups (information return/people's voice)

2) Demographics or groups experiencing inequalities and seldom heard voices and intersectionality

3) People's experiences, with examples

What you will bring...

. You will currently be working for a Local Authority in delivering their social care functions and a passion to work in CQC.

. Experience of working in Adult Social Care.

. Knowledge and experience of working with the Care Act 2014 part 1.

. Ability to understand and analyse large amounts of data and information.
