About the Group Enterprise and Growth Unit The Enterprise and Growth Unit (EGU) promotes sustainable economic growth and higher productivity for the UK. We provide analysis and advice on enterprise, innovation, private sector investment and a cost-effective transition to a low-carbon economy. The Enterprise and Growth Unit has a varied and exciting agenda and we work closely with a wide variety of other teams across the Treasury. We also work alongside other departments and government organisations to ensure that we are thinking creatively, spending wisely, and acting boldly to deliver these goals. These organisations are:the Department for Business and Trade,the Department for Energy Security and Net Zero,the Department for Environment, Food & Rural Affairs,the Department for Science, Innovation and Technology,the Department for Transport,the Department for Culture, Media & Sport,the Competition and Markets Authority,HM Land Registry, andUK Export FinanceAbout the Team - Business, Trade & CultureThe Business, Trade & Culture team is a flexible and friendly team of around 20 staff that sits across HMTs economics ministry functions (promoting sustainable economic growth) and its finance ministry functions (spending control for government departments) and ensuring that public money is spent wisely and in support of the governments objectives. The four branches in the team are: Advanced manufacturing and enterprise leading on spending and strategy relating to advanced manufacturing (one of the 8 growth-driving sectors in the governments industrial strategy) and HMTs work on small & medium sized businesses, including overall coordination and specific responsibility for support programmes. Spending control and strategy for the Department for Business and Trade (DBT) leading spending control for DBT and UK Export Finance (UKEF) and working with other HMT teams on furthering the departments interests in policy led by DBT. The branch also leads on policy for areas such as the Post Office and trade & investment promotion, and works closely with others on issues such as trade policy, access to finance, enterprise, and industrial strategy. Spending control and strategy for the Department for Culture, Media & Sport (DCMS) leading spending control for DCMS and leading on policy for sectors for which DCMS hold policy responsibility (particularly the creative industries sector, which is also one of the 8 growth-driving sectors in the governments industrial strategy). Business engagement leading HMTs work on business engagement. This includes providing support to the Chancellor and the wider ministerial team for their engagement with businesses; supporting the business engagement process around fiscal events; working with HMT teams to shape the development of policy; and holding the main relationship for HMT with business representative organisations and trade unions (at official level).The post-holder also has responsibility at Deputy Director level for the Group Management Service (GMS) for the Enterprise and Growth Unit.About the JobYou will be expected to:Provide excellent and inclusive leadership to a busy team, including through membership of the EGU Group Management Team; promoting diversity, inclusion & belonging; visibly connecting the team with cross-cutting work across HMT; leading on corporate work within EGU and the department; and providing visible wider leadership as part of the group of senior officials based in the Darlington Economic Campus.Ensure that the team are high-performing and delivering against HMT ministerial priorities to support both sustainable economic growth, and spending control for DBT, DCMS and UKEF.Build and maintain strong and positive relationships with relevant teams across HMT, the wider public sector (with DBT, DCMS, UKEF), and with businesses and business representative organisations.Advising the Chancellor, Chief Secretary to the Treasury (CST) and other Treasury Ministers on all aspects of policy towards enterprise, advanced manufacturing, and on business engagement; ensuring that the team provides consistently excellent, evidence-led advice which balances competing objectives and prioritises key HMT interests.Candidate Drop-In SessionWe will be holding a candidate drop-in session for this role to give you greater insight about the role as well as the chance to learn more about HM Treasury.
