Job Description
The team works in a high profile, fast-paced environment. You will be leading teams of policy experts and project delivery specialists, operating across a broad set of policies and programmes with considerable ministerial interest. The work broadly divides into four areas:First, as a member of the Directorates Senior Leadership Team you will have significant opportunities and responsibilities for the leadership, motivation, inclusion, and support of everyone across the Land & Infrastructure Division. This includes our ambitious corporate objectives around diversity and inclusion, recruitment, wellbeing, skills and development and relationships with external stakeholders.Second, you will lead a group of officials who are responsible for managing a suite of programmes, currently just under 11bn. This is no easy job. Two of the programmes are on the Governments major project portfolio (GMPP), acknowledging their scale, complexity, high risk and strategic significance. The team navigates an extensive delivery environment focusing on 4 themes: (1) investing in site specific infrastructure; (2) providing capacity to local authorities to enable delivery,(3) addressing land remediation barriers and (3) releasing publicly-owned land for homes. Your role is to support and empower them, providing steers on challenging issues, risk mitigation or stakeholder handling.Third, the team works with places to support delivery of locally-led, large scale developments, through the Garden Communities and the New Towns programmes. You will support their cross-government advocacy work to ensure the necessary transport and social infrastructure is delivered alongside housing, creating thriving communities where people want to live and work.Fourth, your team has a key strategic role in the design and delivery of the new national housing delivery fund, ensuring it aligns with governments priorities for housing, supports the devolution agenda and contributes to the Growth mission. You will support the team to advise senior leaders and ministers on strategy, delivery options and implementation opportunities and risks. Key AccountabilitiesPlay an active role in the senior leadership of the Group and Directorate, helping to make the Directorate a fantastic place to work. Lead a team of around c.20 people and form part of a 5-strong SCS leadership team in New Towns, Infrastructure and Housing Delivery DirectorateBuilding and managing key relationships with delivery partners, MCAs, key land-owning government departments (eg DfT, MoD, DHSC), IPA and HMTWorking closely with the New Towns division, lead work on delivery of large-scale developments, convening and brokering support from other government departments to drive deliveryWorking closely with colleagues across the department, analytical, legal, finance and commercial to ensure programmes are successfully delivered, offer value for money and consider legal and implementation opportunities and risks, underpinned by sound financial management Lead the delivery of a portfolio of land & infrastructure programmes (valued at c11bn) through: - Oversight of delivery of a suite of grant and loan programmes investing in infrastructure projects across, policy work on investment in infrastructure for housing and the design and development of successor programmes- Oversight of the locally-led Brownfield Housing Fund, and Brownfield Land Release Fund, fund administration and policy work on devolution of housing funds to MCAs and Local Authorities - Oversight of delivery of land programmes, policy work on releasing publicly owned land for housing and development of a new Public Sector Land programme- Oversight of delivery of 2 GMPP programmes the Housing Infrastructure Fund and the Brownfield Infrastructure and Land Fund engaging with and leading the necessary monitoring, reporting and assurance associated with delivery of complex, high value GMPP programmes.
