HMRCs Customer Compliance Group is larger than most government departments: it has over 25,000 colleagues in locations across the country. It is at the heart of the transformation of HMRC and is responsible for delivering the departments high-profile and reputation-critical compliance activities. CCG has unparalleled scale, breadth and impact within HMRC and is also involved in critical cross-Government initiatives and priorities.

Tax evasion and avoidance, fraud, organised crime and debt are among HMRCs most high-profile issues and require expert and proactive management of the communication of their policy, operations and issues. CCG is also responsible for HMRC-wide and cross-Government initiatives, requiring co-operation, influence and communications leadership beyond CCG.  

These are exciting times for the department and for the CCG Communications Team.  

This role will support the CCG Communications team to deliver on these challenges. The role is fast-paced and demanding. You will need to be flexible.  

Job description

You will play a key strategic role in how communications are shaped, planned and delivered across the Customer Compliance Group (CCG), working closely with senior leaders within one of CCGs largest directorates.

You will embed yourself within the directorate as an internal communications lead building strong relationships, staying close to operational priorities, and proactively offering guidance and support so communications are timely, aligned and effective.

The role balances strategic communications leadership with hands‑on delivery, using approved CCG channels and supporting directorate engagement activity so colleagues feel informed, connected and clear on what matters.

Person specification

Develop, coordinate and deliver communications strategies, plans and campaigns in support of one of CCGs directorates, using approved CCG channels.

Embed within the directorate to lead internal communications day‑to‑day: maintaining a strong understanding of priorities, pressures and delivery context, and translating this into clear communications support.

Ensure communications activity is aligned to CCG and HMRC business plans and priorities, providing a clear line of sight between strategic objectives and colleague communications.

Act as a trusted internal communications manager to senior leaders: providing strategic advice, constructive challenge and direction on internal communications issues

Be proactive in offering guidance and support, anticipating needs, identifying risks and opportunities, and helping leaders and teams communicate clearly and consistently.

Support senior leaders with leadership communications planning and delivery, including developing and writing content and staying up-to-date with operational priorities.

Lead and support local leadership engagement within the directorate, including developing content for all‑colleague calls, leadership engagements, and other directorate forums ensuring messages are well‑sequenced, colleague‑focused and aligned to agreed narratives.

Deliver communications to a high professional standard, using creative and innovative approaches where appropriate.

Use evaluation insights to target and improve communications.

While you may be aligned to one directorate or subject area, contribute flexibly across CCG Communications priorities as required.

Essential Criteria:

  • Experience in an internal communications role.
  • Outstanding written and oral communication skills, with well-developed drafting skills and attention to detail.
  • Strong organisational skills, with the ability to prioritise and multi-task; work effectively and remain professional in a highly pressurised environment and deliver to tight deadlines.
  • Experience in stakeholder management and dealing with and influencing senior stakeholders.
