The Department has grown significantly in recent years, leading to greater demand and need for procurement and commercial support. The Commercial Directorate has embarked on a transformation journey and continue to improve our systems, processes and capabilities to meet the needs of the Department.

The Commercial Directorate is made up of key pillars to provide cross-functional support to government programmes and policies: Assurance, Governance, Procurement, Policy, and Supply Chains. This allows the team to successfully manage the commercial risk profile of the Department; deliver goods and services that demonstrate value for money; and implement government policy and initiatives to achieve social value.

We collaborate and engage with our Arm Lengths Bodies to support our key sectors.

Job description

Commercial Manager

The role Commercial Manager is additional capacity to our Commercial Service Team, where you will be able to work on procurement, contract and other commercial activities across the DCMS portfolio. Working closely with Commercial Leads and Policy teams to support the departments objectives. DCMS will support your continued professional development towards CIPS qualification, if not already held.

  • Support the Commercial Services team with the delivery of procurement and commercial activity as required, both internally and externally;
  • Lead on procurements - engaging with Business unit and commercial stakeholders,create procurement documentation, such as Invitation to Tenders/Request for Quotations, Award Recommendation Reports and Award Letters;
  • Provide continuous support to the improvement of Commercial systems and processes, maintaining accurate data sources to support reporting activities;
  • Work with customers to develop a commercial pipeline, supporting forward planning for commercial activity;
  • Work as directed by senior commercial leaders on strategic commercial and operational projects as they arise;
  • Contract and supplier management activities;
  • Support compliance with Government Transparency Policy.

Person specification

The ideal candidate would have the following key skills and experience:

Essential criteria:

  • Have an understanding of Government Commercial and procurement policies and procedures, or be able to demonstrate equivalent knowledge and skills;
  • Show experience in delivering value for money in projects and initiatives;
  • Have well developed interpersonal and communication skills and be able to demonstrate leadership and professional relationships;
  • Display flexibility, and innovative collaboration across diverse teams, with attention to detail and awareness of your impact on broader commercial objectives

Desirable Skills:

  • Hold a professional qualification i.e. Chartered Institute of Purchasing and Supply Membership (MCIPS) or have the equivalent experience covering procurement or contract management or other commercial experience;
  • Be aware of Programme and Project Management techniques and experience of delivering results using these methodologies;
  • Good project management skills / experience;
  • Good data analytical skills.
