Job summary
This is a partially embedded finance role within the EURO 2028 Team, reporting into the Head of Finance Business Partnering given the role has a strong link back to the wider DCMS Finance team. Our work in the Sport and Gambling (S&G) Directorate is at the heart of DCMS role to support growth and enrich lives - helping the nation to get more active; working with the gambling industry and sports sector; delivering major sporting events; and overseeing the National Lottery. Our sectors employ over 100,000 people and add billions to the economy.
Within the S&G Directorate, the Major Sporting Events and Delivery Unit works side-by-side with the Sport Team and partners to build on the UKs track record of hosting world-leading major sporting events - bidding for them, ensuring they are delivered successfully, and making sure we properly evaluate their impact. High profile examples include the 2024 UEFA Champions League Final and Womens Rugby World Cup in 2025 as well as preparing to host UEFA EURO 2028 across the UK and Ireland.
Our unit is also responsible for DCMSs direct capital investment into grassroots sports facilities, to enhance the legacy of major sporting events and help get more people active and open opportunities for everyone to sport.
Job description
This is a unique and exciting opportunity to join the Major Sporting Events and Delivery Unit & DCMS Finance to work on the planning for UK and Ireland hosting the mens UEFA European Championships in 2028 (EURO 2028). EURO 2028 will be the largest sporting event that the UK and Ireland have ever jointly hosted. The Head of Finance will lead the management of UK governments contribution to the tournament budget. Key responsibilities include:
- Managing the UK government's contributions to the Tournament Hosting Budget, maintaining robust oversight of DCMS' own spend and forecasting
- Advising the Senior Responsible Officer and Programme Director on emerging issues to support decision-making, protect value for money and ensure delivery in line with Managing Public Money
- Ensuring clear financial reporting and analysis to relevant governance groups, and represent the team on governance groups as required
- Managing the programme's inputs into Spending Review and Business Planning processes, and Supplementary estimates
- Developing strong relationships with key stakeholders
- Leading establishment of Memoranda of Understanding underpinning funding as required and ensure financial compliance from delivery partners
- Ensuring financial best practice, identifying risk and implementing controls
- Owning the financial section of the Full Business Case, including leading on any required updates
- Work with DCMS Finance colleagues to ensure effective financial controls are maintained.
Person specification
The ideal candidate would have the following key skills and experience:
Essential requirements:
- Highly numerate and literate with full CCAB or CIMA accountancy qualification or equivalent (or part qualified and working towards full qualification)
- Experience of providing financial analysis on complex projects or operations
- Experience of financial reporting and forecasting in a complex setting
- Collaborative and able to work well with others including senior leaders, building highly effective, influential and collaborative relationships
- Solutions orientated and able to manage competing priorities, completing work in a timely manner without prompting
Desirable skills:
- Experience of working on a GMPP (Government Major Projects Portfolio) programme or major event
- Working knowledge of Managing Public Money and central government accounting and budgeting rules and processes
- Experience of working on a programme with multiple funding sources
- Intermediate or higher Excel skills
