Job summary
We have an exciting opportunity for you to join our HR Policy and Pay team as our HR Policy Manager. In this role you will get to work on and influence high-profile policy areas including, but not limited, to hybrid working, flexible working, conduct and behaviour policies, conflicts of interest, leave (including parental leave), relocations and whistleblowing.
As our HR Policy Manager, you will be given a unique platform to continually engage and advise multiple internal and external stakeholders. These stakeholders include colleagues across our HR function and senior leaders, Civil Service HR, the Government Legal Department, HR Casework, internal comms, and DCMS Boards & Committees.
You will also be the single point of contact and oversee service provision for a number of departmental services, including our Employee Assistance Programme (EAP), Occupational Health Service (OH), Cabinet Office Mediation and Investigation Services, and our Government Legal Department services (GLD).
For this role, you need to be confident in building strong stakeholder relationships quickly in order to effectively deliver change. You will need to be comfortable in balancing multiple short and long term priorities through effective planning, were it will be vital to be across the detail. Our ideal candidate will have a familiarity with writing policy and service management of contracts.

Key Responsibilities and Deliverables:
You will be working closely with our HR Policy Lead to work on a number of exciting and high-profile policy areas. With your key responsibilities including:
- Maintaining and updating our current HR Policies to reflect change driven by our senior stakeholders, staff networks, Civil Service HR or new legislation. You will do this through engaging and consulting with multiple internal and external stakeholders.
- Supporting the development of an overarching DCMS HR Policy Offer which aims to ensure an agile, user-centred and evidence based approach to HR Policy development.
- Provide timely advice in response to inquiries and commissions from across People & Workplace, and also from Civil Service HR. This will include responding to Freedom of Information requests, Departmental write-arounds, and Parliamentary Questions.
- You will be the single point of contact and contract manager for a number of key commercial contracts, including Occupational Health, our Employee Assistance Programme, our Government Legal Department, HR Casework, Civil Service HR Mediation and Civil Service HR Investigations Service.
Person specification
Essential requirements:
- A keen interest in HR Policy.
- Excellent stakeholder engagement skills - you are able to build strong relationships with key stakeholders to deliver change.
- You have strong verbal and written communication skills which you have used to influence decision making.
- You are confident in managing and delivering on multiple priorities.
- You have experience in delivering on projects which have had an impact across your current organisation.
Desirable skills:
- CIPD qualified or working towards.
- Experience in either the Policy or HR Profession.
