Job summary
This post is within the Capital Works Team in the Estates, Engineering & Facilities Department at UKHSA Porton Down. The team provides supervision of all construction, refurbishment, and engineering projects, and ensures the quality of the end product meets with the agreed design, specification, standards, and contract requirements, and complies with the current Building Regulations.
The post holder is responsible for:
- Ensuring that all contractors, their sub-contractors, and operatives carry out their duties within the safe working practice of the construction and engineering trade and HSQE requirements by ensuring method statements and risk assessments are diligently provided and worked to for all activities.
- Monitoring contractors' progress and act as a liaison point for all security access arrangements for the contractors' staff, equipment, and site deliveries.
- Carrying out site inductions where necessary.
- Attending project meetings to provide supporting evidence of build quality, deviations and variations.
- Working with the Project Manager and appointed professional consultants.
UKHSA Porton Down typically carries out 15-20 construction and engineering projects per annum in the delivery of its capital programme, valued between £10K and £2M. Additionally, it carries out circa £1M of minor building refurbishment and alteration works annually.
Main duties of the job
Your responsibilities will include to:
- Ensure that all building work complies with the Building Regulations throughout the whole construction process.
- Ensure due consideration is afforded to the requirements concerning welfare, security, safety of the construction staff, visitors and building users.
- Liaise with Contractors to provide information from the Asbestos Management Report when planning invasive works.
- Understand and advise on site investigation techniques that may be applicable prior to commencement of building operations such as environmental risk assessments, site clearance, geotechnical processes, and contaminated land.
- Ensure effective records are maintained throughout the design and construction phase including, but not limited to, plant and equipment, resources, inspections, defects, materials delivered/incorporated, change control, variations, compensation events, weather, weekly progress etc.
- Provide construction advice on any aspect of building, refurbishment and alteration works and carry out Value Engineering appraisals on available options to ensure value for money in consideration of quality parameters.
- Attend design and contract meetings and provide advice to the project team on construction aspects of works.
- Ensure that Health and Safety is the first priority on the construction site and is positively communicated at all levels.

Essential Criteria:
- Formal Construction related Qualifications (Degree/HND/BTech).
- Experienced Construction Manager/Supervisor.
- Experience of holding a construction management role (i.e., Site Agent/Site Manager) for a client or within medium to large construction companies.
- Experience of inspection, reporting and auditing of the building regulations.
- Experience in the management and application of the construction safety legislation and the CDM regulations.
- Team engagement/people, writing, reporting, communication skills and excellent organisation skills.
- An understanding of and commitment to equality of opportunity and good working relationships, both in terms of day-to-day working practices, but also in relation to management systems.
