Job summary

An opportunity has arisen to join Devon ICB as an interim Deputy Director of Finance on a secondment basis. This is part of a backfill arrangement following some temporary internal staff movements. This role will support the acting Chief Finance Officer (CFO) and Deputy Chief Finance Officer(s) in improving the organisations financial efficiency and performance. You will have responsibility for a set portfolio of functions for which you will deliver financial strategy and planning, budgeting and reporting, continuous improvement, oversight of cost improvement programmes, and contract management.

You will provide day-to-day leadership to the finance team and will be responsible to the Deputy CFO for delivery of the required financial support, challenge and analysis. The post holder will be expected to deputise for the Deputy CFO in all finance related matters related to their specific portfolio.

Main duties of the job

The Deputy Director of Finance is responsible for the leadership, development, performance, and review of the ICB finance function, and works with the Deputy Chief Finance Officer to support the ICB in delivering all organisational, system and statutory targets and legal requirements for the following portfolio:

  • Community healthcare
  • Urgent care
  • Placements
  • Other commissioned healthcare
  • Running costs
  • Primary Care (prescribing, core ICB and delegated)
  • Lead on delegation of specialised commissioning to the ICB and input to planning for 25/26
  • In conjunction with Provider system colleagues, review and evaluate current pattern of resource consumption and service delivery and identify opportunities for improvement, using recognised benchmarks such as Model Hospital and GIRFT.
  • Oversight for the implementation, management and monitoring of the API contracts across intra and inter system contracts, including reporting on risks and variability, secondary care drugs. Support the system in developing ERF depth of knowledge, understanding and risk, including a replacement should guidance reflect a change to ERF business rules.

Person Specification

Qualifications

Essential

  • Master's degree level education or equivalent level of specialist knowledge and experience
  • Qualified accountant with full membership and evidence of up-to-date continuing professional development
  • Evidence of relevant continuing professional development

Experience

Essential

  • Substantial experience of senior manager leadership within a health or social care organisation
  • Experience of leading strategic policy development, performance improvement, operational planning and strategic commissioning or similar
  • Experience of providing strategic leadership, mentorship, and professional development at a very senior level with demonstrable outcomes
  • Experience of managing budgets for services
  • Experience of line managing senior leaders across a range of areas and teams, with major areas of activity
  • Experience of being accountable for a major area of activity, with the autonomy to act independently
  • Experience dealing with, or advising on, highly confidential information and explaining highly complex, highly sensitive and potentially unwelcome information to a wide range of audiences while overcoming significant barriers to resistance.

Desirable

  • Substantial experience of managing highly sensitive situations with stakeholders, particularly in a political environment
  • Substantial experience of managing relationships with the media and political stakeholders.

Skills

Essential

  • Extensive knowledge of the health, care and local government landscape and an understanding of the resourcing implications related to the social determinants of public health
  • Sound knowledge of health and care financial planning and budgeting at a Director and/or system leve
  • Additional in-depth professional knowledge in a number of disciplines related to the role with experience of staff management acquired through training and experience over extended period

Desirable

  • Current evidence and thinking on practices which reduce health inequality, improve patient access, safety and ensure organisations are 'Well-led
