Due to a staff member leaving, there is a very exciting opportunity to join the senior leadership team for West Leeds PCN as Deputy PCN Manager. This will be a very diverse role and the successful recruit will have general oversight and responsibility for a good part of the running of the whole organisation working very closely with the PCN Manager. Given the self sufficiency of our organisation (which means very few services are outsourced), this will translate into an incredibly varied and interesting workload. Main duties of the job
The successful recruit will have a very diverse role, supporting the PCN Manager with full oversight of the entire organisation. WLPCN has approximately 60 members of staff and is responsible for its own HR, finance and payroll function. WLPCN also has control of its own Extended Hours contract, running clinics on a Saturday in Pudsey. The successful recruit will work closely with the PCN Manager at a high level within all these areas and will in particular retain overall responsibility for the operational function of the PCN. This role will suit someone who has experience of primary care management and operations, especially if they have worked in a primary care network setting previously. WLPCN has its own premises within Pudsey town centre and the role will largely be based there

WLPCN provides specialised care services to approximately 70,000 patients across 6 practices in the Pudsey / Bramley area. We employ all of our own staff directly under our Ltd Company (WLPCN Ltd) to ensure contract equality and an agile HR response. We have visionary leadership that propels us to do the very best not just for our patients but also for our member practices. Some of our senior clinicians / management are published, having done a good deal of progressive project work over the years. We have a central work base for most of our staff to sit together in each day which lends itself wonderfully to true MDT working. We can offer flexible working hours to a degree provided these are within NHS core hours and suit the overall organisational needs.
Job responsibilities

Operational Management
You will have oversight of the entire operational function within our organisation, ensuring our member practices are kept informed of new or amended services at all times
You will lead and work with the current operational team to ensure optimum service provision and usage at all times
You will lead on engaging new service providers for our operational function, working with the PCN Manager on contractual terms
You will ensure all clinical and administrative workflows are current and relevant
You will have overall responsibility for, and oversight of, our weekend Enhanced Hours service. This includes not only providing the requisite clinics but additionally reporting back to the ICB with data pertaining to our service provision
You will lead on the ongoing Covid vaccination delivery across our member practices, ensuring orders are placed in good time and that the correct distribution to each practice is in place.
You will have responsibility for dealing with operational complaints / significant events, working alongside our practices as necessary
Organisational Management
You will assist the PCN Manager with the day to day HR function within the organisation (such as probation meetings, appraisals etc).
You will be first point line management for the wider operational team and our (Care Navigation) Bookings Team for things such as absence reporting, leave requests etc (first point line management for each clinical team will not be within your remit each team has their own)
You will assist the PCN Manager with monthly payroll and other finance requirements as needed. You will also assist with pensions compliance and administration
You will assist with recruitment, from writing job descriptions to working with the operational team to onboarding new starters. You will work closely with the PCN Manager within this function
You will work with the PCN Manager regularly to monitor PCN funds, optimising contract monies at all times, keeping member practices informed as to our current financial status
Meetings
You will be required to attend, and at times present papers within, a number of regular meetings such as the PCN Leadership Board Meetings, the PCN Members Board Meetings and the PCN Practice Managers Meetings. You will also have oversight for organising these, ensuring papers are sent out to attendees in good time
You will need to attend the Covid vaccine regular meetings during campaign times to ensure you stay abreast of current relevant information
You will have oversight (working with the operational team) of the PCN Target afternoons, ensuring they deliver the most relevant content to the appropriate audience
