Job summary
This role sits within the Education Reform Programme, in the WT&E Education and Training sub-directorate.
The role will support a programme of work underpinned by the need for a flexible, productive and affordable healthcare workforce that meets the needs of patients, reflecting evolving care pathways and the values set out in the NHS Constitution, NHS Long Term Plan and NHS People Plan.
The role can be undertaken from any NHSE region.
Main duties of the job
The post will support a programme of work that will deliver a national strategy, working with key partners to ensure that the NHS has available the right number of trained staff to deliver current and future demands on the NHS.
The post holder will:
- Project manage the portfolio whilst supporting other projects/workstreams within the team.
- Manage the team's business support functions, including developing and managing the team's plans, progress and report risk and issue management through the PMO.
- Liaise with appropriate functions across national portfolios.
- Manage corporate and directorate business returns, including planning and workforce returns.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

- Develop clear work plans with realistic targets, milestones and performance indicators monitoring and establishing accountability on progress to ensure completion within agreed timescales.
- Participate in relevant internal and external working groups/projects, services and initiatives.
- Produce timely and accurate information analysis and reporting with information in suitable format for audience and available in detailed reports to enable and enhance decision making at senior levels.
- Plan, co-ordinate, deliver and monitor a broad range of complex tasks or programmes of work to ensure the expected outcomes of the portfolio objectives.

Qualifications
Essential
- Educated to Masters level in relevant subject or significant experience of working at a similar level in specialist area.
- Comprehensive knowledge of project principles, techniques and tools, such as Agile, Prince 2 Foundation and Microsoft Project or equivalent experience.

- Experience of monitoring budgets and financial and business planning processes.
- Track record in stakeholder management and engagement with the ability to influence key decision makers and drive change.
- Experience of direct line management and achieving objectives by working with others not under direct line management control
Skills and capability
Essential
- Provide and receive highly complex, sensitive or contentious information and support delivery of such information to a wide range of differing groups, often at a very senior level.
- Ability to effectively support a programme of delivery, which changes to reflect the needs of Portfolio and co-ordinate the delivery of a broad range of complex tasks or programmes.
- Advanced IT skills in the use of Word, Excel, Outlook and PowerPoint.
