Job summary
Bedfordshire Hospitals NHS Foundation Trust requires a highly motivated, reliable and flexible Estates Officer (Building) to work as a key member of the Estates Management Team. You will play a proactive role within the team, delivering key objectives to meet both departmental and Trust requirements.
Main duties of the job
You will advise and assist the Technical Services Manager on all technical matters relating to building maintenance management within their field of expertise and control. You will also provide supervisory leadership to the Maintenance Team and liaise with key Trust departments to ensure maintenance and repair works are delivered smoothly and with little or no effect on patient care services. You will manage all aspects of the minor works projects for the Bedford Hospital site including scoping and interpreting customer's needs, tender and quotation preparation and management, supplier selection, full project management to completion and final snagging and fault finding.
You will have extensive knowledge of infrastructure services and suitable experience of working within a challenging environment and will have a full understanding of current legislation, and be responsible for ensuring compliance with Trust Policies, procedures.
You will also have HNC/HND qualification in Construction, Engineering or Building Services or similar, or hold a higher level qualification, and have sufficient time served experience to enable them to undertake the duties of the post.

Job responsibilities
- Manage minor works projects including preparation of specifications and tender documentation
- Responsible for the day to day management of asbestos within the Trust properties in accordance with the Control of asbestos Regulations
- Assist the Technical Services Manager with the management of the directly employed labour
- Preparation of Statement of Need and Business Case submissions for areas of responsibility and assist stakeholders where appropriate
- Assist in the preparation of design, schematic and working drawings using Computer Aided Design for revenue and capital projects
- Obtain competitive quotations following the Trust SFIs and use of electronic tendering systems such as Pro-Contract. Undertake tender analysis ensuring compliance and appropriateness of work.
- When required study, review and advise on all drawings and specifications and submit any queries to design teams.
- Carry out all the general services provided during the execution of the minor works project contract.
- Ensure planned construction and maintenance works are carried out to ensure minimal disruption to patients, staff and the service in general.
- Undertake inspections as required including asbestos and building fabric.
- Controlling those budgets associated with the Capital and Revenue Works programme, as delegated by the Senior Estates Manager
- Ensure compliance with all H & S, Statutory and Mandatory Regulations & Guidance etc. Advise the Senior Estates Manager on all aspects of CDM regulations and Health & Safety in connection with this role.
- Attend required meetings and provide professional expertise in the area of structural compliance to Estates colleagues
- Plan and review programmes of work in consultation with the Senior Estates Manager.
- Carry out surveys of external areas of the Trust e.g. roads and pavements and internal areas e.g. flooring and environmental aspects. Cost and arrange remedial work within the budgeted allocation
- Cost, arrange and manage passive fire protection remedial work to fire compartmentation around the Trust properties ensuring lessons learned and guidance from complex building fires are taken into consideration.
- Arrange training and instruction as required by the Senior Estates Manager.
- Manage and maintain the Permit to Work System to allow work above ceilings thus maintaining the integrity of fire protection. Present instruction and training in the use of this permit
- Develop or assist (as appropriate) the implementation of new requirements and/or Trust policies or procedures designed to ensure statutory compliance and minimise risk.
- Arrange the preparation and recording of statistical data required by the Senior Estates Manager.
- Raise orders and certify completion of work in accordance with Trust financial procedures.
- To take an active part in the use of the departments computer systems for the implementation of all Estates related programmes.
- Liaise with all disciplines on operational maintenance and minor improvement schemes advising on Building standards.
- Act as the Deputy Responsible Person for the Management of Asbestos in the Trust in accordance with current legislation. Provide annual re-inspection of known asbestos in the Trust and maintain the trusts computer based asbestos register.
- Provide professional Asbestos related advice to estates and maintenance staff as required, act as the main point of contact for Permit to work
- Prepare and present asbestos awareness training to Estates, other Trust staff (e.g. Information Technology and Telecomms) and outside contractors.
- Undertake training in other disciplines e.g. water safety to ensure compliance during construction works.
- Take part in the Estates management on call rota.
- To undertake any other appropriate duties as requested

Qualifications
Essential
- Higher National Certificate/Diploma in a construction, engineering or related subject or equivalent experience in construction
- Degree-level education in a relevant discipline or demonstrable comparable experience
Desirable
- BOHS P405 Management of Asbestos in Buildings
Experience
Essential
- Extensive experience working in a construction or similar environment
- Project management experience, delivering projects to time, cost and quality
- Experience of managing external advisors/contractors
- Experience of working with external bodies e.g. Local Authority

- Experience of carrying out re-inspections of Asbestos Containing Materials within buildings

- Demonstrate ability to communicate clearly and effectively orally and in writing
- Numerate and IT literate to interpret/present data and integrate information
- Competent in the use of AutoCAD design packages
- Demonstrable knowledge of CDM and Health and Safety Regulations
