Job summary
An exciting opportunity has arisen for an enthusiastic, conscientious and dedicated Estates Officer (Electrical & Controls) to join a team of specialist engineering managers responsible for ensuring that all electrical & controls maintenance and installation activities, including contract works is reviewed and completed to an appropriate standard throughout. The role will require the post holder to undertake the role of Authorised Person (AP) as defined within Health Technical Memorandum (HTM) 00 for multiple engineering services and will work towards ensuring that CHoICE meets its statutory, mandatory and best practice commitments to its existing partners.
As part of the role, the successfully appointed engineer will undertake the responsibility to work closely with technical and non-technical colleagues as part of providing a specialist electrical & controls input and management oversight. As part of this, the individual will be required to have suitable management skills and experience to ensure that all resources are managed in the most efficient manner whilst ensuring that changes in regulations, guidance and policies are reviewed and implemented accordingly.
The role will also require the participation in the current on-call rota and undertake overtime when the service needs dictate for which appropriate payments will be made.
Main duties of the job
All applicants must have a positive, friendly and co-operative manner whilst being prepared to be flexible to meet the service needs of a large Acute NHS Trust. Key elements of role will require the applicant to use his/her own initiative and experience when undertaking a range of highly complex problem solving scenarios to ensure that a satisfactory and sufficient decision making process is completed to ensure that service impact is minimised where possible and all statutory and mandatory obligations are achieved.
The successful applicants will need to have significant specialist electrical engineering knowledge underpinned through theory and practical experience. Professional knowledge, training and/or experience should be demonstrable to degree level or equivalent within a suitably related engineering discipline with further specialist training and/or experience to masters equivalent level. Please note, although previous trade experience as an electrician or similar is typically beneficial it is not consider an essential element to the role.

Job responsibilities
The role will require the post holder to undertake the role of Authorised Person (AP) as defined within Health Technical Memorandum (HTM) 00 for multiple engineer services. The responsibility will provide the post holder with key operational responsibilities for ensuring that appropriate engineering services are maintained to current statutory, mandatory and best practice requirements.
The role will also require the individual to have substantial management skills and experience to ensure that external contractors and directly employed labour are managed in the most efficient manner. Furthermore, the role will also require the participation in the current CFS shift pattern/system, current on-call rota and undertake overtime when the service needs dictate for which appropriate payments will be made

Experience
Essential
- Significant post apprenticeship/graduation electrical experience
- Significant electrical experience of systems typically found within a large Acute NHS Trust
- Experience of undertaking an engineering management role within a large acute hospital or similar industry.
Desirable
- Experience of undertaking a similar role within an NHS environment
Physical skills
Essential
- Undertake moderate moving and handling activities with the ability Requirement for physical dexterity, hand and eye co-ordination,
- Perform testing and asset condition surveys using a range of technical and non-technical devices and instruments,
- To sit at workstations for a prolonged period of time then adapt to undertake site surveys or respond to emergency situations,
- May be required to travel, work and manage at all of CFS managed sites
Qualifications
Essential
- Educated to degree level qualification or equivalent in relevant field,
- OR working towards degree level qualification or equivalent in relevant field supplemented with relevant experience,
- OR able to demonstrate equivalent experience, knowledge and training,
- Specialist knowledge to masters level of electrical systems acquired through specialist courses and CPD
- Basic Numeracy & Literacy Skills to Level 1 or equivalent

- Membership of a professional body
