Job summary
We are seeking a highly motivated individual with experience of working in a Multiple-site , building and Estates environment, working 37.5 hours over 5 days and as part of the out of hours rotsered on call Estates Manager following a 6-month probation.
The Post Holder is expected to support the Estates Department in ensuring the estate is safe and fit for purpose to allow Livewell Southwest CIC to run effectively and without interruption. The Estates officer will do this by creating good working relationships within Estates and other Livewell Southwest CIC Departments. Recording the condition of the estate, diagnosing building dilapidations and managing remedial and improvement works. Managing construction projects in a safe and as unobtrusive manner as possible and providing advice and up to date technical information where appropriate.
Working across our estate located across Plymouth and Southwest Devon, this role will require you to be able to travel independently to any one of our 40+ buildings and sites. Experience and good knowledge of the CDM 2015 regulations, and specifically the duties of a principal designer, are key to successfully delivering in this role. You will be expected to travel and work independently across the Estate.
Good communication skills and a willingness to undertake training are required. You must be numerate and literate, with good written skills, and experience of using MS Office and computer-based applications.

Main duties of the job
To provide Project Monitoring services related to refurbishment construction, reactive and planned maintenance and organisational change projects undertaken by Livewell and other NHS and private sector organisations to ensure due diligence and operational safety during the works as well as quality and fitness for purpose of works undertaken.
LWSW CIC provides high quality NHS care and services to the people of Plymouth, Tavistock and South Hams.
The main duties of the Project Monitoring Surveyor will be the lead officer related to preparation of project briefs, monitoring and inspecting construction work, recording progress, escalating concerns, carrying out handover procedures, and ensure compliance with contract documents, construction regulations, best practice including Royal Institution of British Architects Project Stages and CDM Regulations 2015.
The post holder will need a good understanding and knowledge of building and services.
Other duties will include supporting and enabling LW's internal capital bid process, supporting effective operational premises compliance and supporting other Estates functions, as and when directed.
Leads on allocated projects as directed accordingly.
This role may not be eligible for sponsorship under the Skilled Worker route.

Job responsibilities
1. Assist in establishing project management structures to ensure the right people are involved at the right time thus providing the correct relationship between technical/maintenance issues and the service to be provided following construction, to ensure that the final product meets with the end users needs.
2. Work in collaboration with members of the Project Design Team and clients to ensure projects, both pre and post contract, run smoothly and objectives are achieved.
3. Prepare specifications, drawings and tender documents for the employment of consultants and contractors ensuring that the Livewells requirements are clearly defined and all relevant legislation and codes of practice are complied with, particularly those applicable to health and safety at work, for the successful completion of projects, using all available information technology and computer aided design systems.
4. Evaluate and select the tender which will provide the best value for money for Livewell and NHS Partners.
5. Manage and oversee contractors as appropriate. To ensure that technical/quality standards are maintained and implemented to maximise efficient allocation of resources. To guarantee compliance with legislation and codes of practice, ensuring that all requirements of the works are accomplished, so that good value for money is achieved. Make at least weekly visits to the projects in contract, attending the site meetings and advise and escalate any difficulties being encountered or likely to be encountered. Make recommendations both orally and in writing about any aspect of the works including quality which do not conform with the plans, specifications or schedules of works and other documentation that might be unsatisfactory for any other reasons of designs, work or cost. Refer recommendations to scheme consultant/line manager for a decision on further instruction.
6. Continuously monitor work on site in accordance with the Contractors Risk Assessments and Method Statements (RAMS) and the CDM Construction Health and Safety Plan, and endeavour to ensure the safety of all persons affected by the works. Promptly report breaches to contractors and consultants in written form.
7. Examine, as far in advance as possible, all contract documents and drawings on individual schemes for discrepancies. Attend pre-contract meetings. Report and on the performance of contractors and external consultants. Maintain an up-to-date knowledge and awareness of all relevant regulations, NHS HTM and HBN, British Standards and Code of Practice and ensure compliance with livewells policies and Quality Management procedures
8. Provide the project board and/or the property manager with current information indicating progress to ensure the successful completion of projects within agreed timelines and budgets. In conjunction with the appropriate directorate finance manager prepare and monitor spend profiles, providing on-going cash flows to enable Livewell to compare actual against projected spend for all capital and revenue outlay.
9. Provide technical assistance with feasibility studies to enable users to forecast the cost of potential projects allowing Livewell to maintain a consistent development process.
10. Appraise new building and estates legislation and developments and incorporate them into specifications accordingly to ensure that the Livewell meets its obligations at an acceptable level of risk, whilst providing good value for money.
11. Carry out all procedures in accordance with Livewells standing orders and financial instructions to ensure good practice which meets with the Livewells requirements.
12. Assist or led the contract administration of projects, issuing the relevant documentation as required to ensure that the terms and conditions of the contract are complied with.
13. To carry out other reasonable related duties fitting to the post as requested by the Property Manager or Finance Director to ensure that Livewell receives a robust project management service.
14. Prepare and attend snagging inspections and advise the schemes consultant prior to the issue of Certificate of Practical Completion. Ensure that schedules of defects after handover are maintained, and their rectification before the expiration of the defects liability period.
15. Witness on site testing & commissioning and keep appropriate records of results. Maintain records and data, operate and maintain information systems and undertake general administrative tasks
