The PCN Business Manager will support the Clinical Director to provide strategic and clinical leadership to the network, developing and implementing plans, leading and supporting quality improvement across the member practices.
This role is for 24 hours per week, days are negotiable but need flexibility.
The post-holder will be working for Poole Central Primary Care Network, but will be employed through The Adam Practice (Lead Practice) on behalf of the PCN.

About us
Poole Central Primary Care Network (The Adam Practice, Rosemary Medical Centre, Evergreen Oak Surgery, Dr Newmans Surgery and Poole Town Surgery) are recruiting for a unique and exciting role within their leadership team. The PCN Business Manager will work alongside our Clinical Director, Practice Managers and our expanding multi-disciplinary team who provide collaborative services across the PCN.

Job responsibilities
To work with the Clinical Director, Managers and Partners of the Primary Care Network to provide strategic and clinical leadership to the network, developing and implementing strategic plans, leading and supporting quality improvement and performance across member practices.
To be accountable for the performance of all clinical and non-clinical, operational and support functions of the PCN through the effective compassionate leadership and direct line management of the senior Management Team.
To be accountable for the oversight of financial planning and budgeting processes, ensuring compliance with financial regulations, and management of the PCN's funding streams. Responsible for monitoring of expenditure, preparation of financial reports, and liaison with commissioners to secure necessary funding and embedding trust with commissioners and stakeholders. Ensure that financial practices align with the strategic objectives of the PCN and promote sustainability and efficiency in service delivery.
Accountable for the maintenance of the PCNs financial health and ability of the network to provide high-quality care services with capacity to adapt to changing healthcare demands.
Together with the CD, to provide strategic leadership for workforce development, through assessment of clinical skill-mix and development of network workforce strategy.
To support network implementation of agreed service changes and pathways, working closely with member practices, the wider PCN and the commissioner to develop, support and deliver local improvement programmes aligned to national and local priorities.
To pro-actively develop and maintain relationships with all stakeholders to ensure the PCN remains a trusted and respected organisation. To also remain informed, engaged and involved with appropriate local, regional and national discussions or developments that will affect the PCN, its staff, patients or the community it operates within.
To ensure effective systems of governance, compliance, communication and risk management are in place across the PCN to meet and exceed internal and external requirements
To provide information required by the Board to monitor the effectiveness of network services, contractual obligations and project implementation
Person Specification
Qualifications
Essential
- Degree level education or management qualification or training/experience equivalent to working at graduate level
- A demonstrable commitment to personal and professional development
Desirable
- PRINCE2/APM/PMI
- ILM, CIPD or other leadership qualifications
Experience
Essential
- Experience of developing working relationships with local stakeholders, demonstrating effective influencing, negotiating and facilitation skills
- Experience of managing complex projects
- Experience of working in Primary Care
Desirable
- Knowledge of regulatory and contractual frameworks for primary care contracts
- Knowledge of Information Governance and Data Quality
