Job summary

We are seeking a professional who can bring their extensive experience and initiative from either a private or public sector background, not necessarily healthcare. You'll be an excellent candidate if you are excited about the opportunities to improve health outcomes for the local population, have an appreciation of the challenges of operations sustainability in the Social Enterprise and/or SME sector and have the passion to develop Heartbeat into being an inspirational part of the primary care landscape, locally and across the region.

Main duties of the job

Heartbeat has recently undergone a period of reflection and refocus to strengthen and develop our organisation, enhance our services and better meet the needs of our communities. This process has included a refresh of our board and governance structures and we are seeking to appoint an experienced operational professional to join our board to provide assurance, guidance and challenge as a Non-Executive Director. This role will support us with our vision for the organisation and its effective service delivery.

As a member of the board of five directors, and with excellent working relationships with our Executive director and operations team, you will have the opportunity to provide value added input and strategic development to this critical area of business.

Time commitment: Our Non-Executive Directors spend a minimum of one day a month in connection with board meetings and on work for the Company after an induction phase.

Heartbeat Primary Care Community Interest Company, headquartered in Northallerton, is the GP Federation for the three Primary Care Networks (PCNs) of Hambleton (North & South) and Richmondshire. Our shareholders are the GP Practices in these localities.

Heartbeat's mission is to improve health and care by supporting the communities we serve with innovative quality services. As well as providing support and opportunities for at-scale working to our member practices and PCNs, we are a healthcare provider delivering a range of General Practice services from multiple locations across the area, including for patients of our own list at Harewood Medical Practice in Catterick Garrison.

Job responsibilities

  • Provide independent scrutiny of the Executive Management of the business and advice to the Board.
  • Bring a genuinely independent and external perspective to stimulate board debate and enhance decision-making.

Responsibilities

  • Execute the responsibilities of a company director according to lawful and ethical standards.
  • Contribute to the strategic planning and development of Heartbeat.
  • Review, approve and monitor the strategic plan
  • Check, monitor and challenge organisational capability concerning stated objectives;
  • Advocate for the social enterprise culture of the organisation consistent with our organisational values.
  • Ensure that patient and public interest and compliance with the Heartbeat community interest statement is at the heart of organisational decision making.
  • Monitor and constructively challenge the performance of Heartbeat in meeting agreed goals and improvement targets.
  • Be aware of changes in health and social care policy and assess their impact upon Heartbeat's strategic plan.
  • Seek assurance and provide challenge as to Heartbeat's legal, ethical, risk, environmental and regulatory compliance.
  • Act as a catalyst for change and challenge the status quo when appropriate.
  • Maintain the highest ethical standards, probity and integrity of the company.
  • Review financial performance against targets.
  • Ensure that financial controls, quality processes and systems of risk management are robust, and that the Board is kept fully informed through timely and relevant information.
  • Seek assurance that the Executive Director and Senior Management team are effectively managing operational risk.
  • Oversee the effective delegation of any board responsibilities.
  • Review any significant changes to the company structures.
  • Take part in the appointment of executive director(s) and other senior leaders as appropriate.
  • Play an active role in helping the Executive Director manage the senior and executive team.

  • Seek opportunities to expand the scope of Heartbeat to increase market share and develop new markets.
  • Play an appropriate role in building external relationships with stakeholders including Shareholding Practices, General Practice leaders and partners in the local Health and Care Partnership (ICB) including the Voluntary, Community and Social Enterprise (VCSE)
  • Undertake specific and relevant training for your role.

Person Specification

Experience

Essential

  • Significant and Demonstrable leadership experience
  • Good understanding of governance and its effective implementation
  • Experienced in collective accountability

Desirable

  • Experience working with a range of relevant stakeholders including NHS and Local Authority Executives, clinical and VCSE leaders.
  • Previous experience of working in, with or alongside a GP Federation
  • Experience of working in organisations delivering a range of services across multiple sites.
  • Experience of operating successfully in a complex politically influenced environment
  • Expert in advocating for General Practice with a range of stakeholders

Qualifications

Essential

  • Good general level of education and professionally qualified or with significant experience in the area of specific responsibility as detailed above
  • In good standing with your professional body (where required to be registered)
  • A commitment to ongoing professional development

Knowledge

Essential

  • Understands conflicts of interest and how to manage them

Desirable

  • Understand assessments for quality and cost effectiveness
  • Understands how the finances of General Practice operate
  • Understanding of governance processes and how they apply to good governance in Social Enterprise/charity organisations.
  • Understanding of the local ICB and the relationships with PCNs
  • Understanding of other key NHS policy frameworks and organisations
  • Good understanding of the needs of local general practice
  • Understanding the local populations health and social care priorities
