Job summary

As a statutory Member of our ICB Board you will work collaboratively to shape and ensure the ICB Board delivers on the 10 year Integrated Care Strategy, the 5 year NHS Joint Forward Plan, and help ensure we have viable short term plans for the delivery of our functions, duties and objectives of the ICB (and for the stewardship of public money in the interests of those we serve).

Ensure that the board is effective in all aspects of its role and appropriately focused on the NHS ICS 4 core purposes to:

  • improve outcomes in population health and healthcare
  • tackle inequalities in outcomes, experience and access
  • enhance productivity and value for money
  • help the NHS support broader social and economic development

Be a champion of new governance arrangements (including with the Integrated Care System (ICS) and any Joint Committees), collaborative leadership and effective partnership working, including with local government, NHS bodies and the voluntary sector.

Alongside the ICB Chair and the wider Board members, contribute to the implementation of key priorities that impact the organisations and workforce across the ICB, such as integration, Joint Committees, the people agenda, digital transformation, emergency preparedness, resilience and response (EPRR).

As a Non-Executive Member maintain oversight of relevant ICB statutory and regulatory duties, building strong partnerships and governance arrangements with system partners.

Main duties of the job

AccountabilitiesThe ICB Non-Executive Member (NEM):

  • Is accountable to the ICB Chair.
  • Have designated areas of responsibilities as agreed with the ICB Chair.
  • Have a collective responsibility with the other members of the ICB to ensure corporate accountability for the performance of the organisation, ensuring its functions are effectively and efficiently discharged and its financial and regulators obligations are met.

EligibilityYou will be able to demonstrate that you meet the requirements of the fit and proper person test and that you have no substantial conflicts of interests that would interfere with your ability to be independent and offer an impartial perspective.

The successful applicant will not have an ongoing leadership role (hold position or offices at an organisation within the same ICS footprint. You will need to stand down from such a role if appointed to the ICB non-executive member role.

Elected officials including MPs and members of councils are excluded from the ICB non-executive member role.

Applicants should have strong connections with the area served by the ICS.

Shropshire Telford and Wrekin Integrated Care Board (ICB) are seeking a Non-Executive Director to join our experienced existing Board and play a key role in our journey to drive forward our shared purpose of improving the health and wellbeing of the citizens we serve.

We welcome applications from people who demonstrate governance experience that is relevant and transferable from outside the NHS. We are looking for someone who has transferrable skills and knowledge at a senior level, has an understanding of health and care, has a track record in partnership or system working, and can bring diversity of experience, background and thinking to work as part of our unitary Board.

You should have a set of values aligned to those of the ICB as well as meet the new NHS England Leadership Competencies and the Nolan Principles of Public Life.

Job responsibilities

The independent Non-Executive Member will:

Work collaboratively to shape the long-term, viable plan for the delivery of the functions, duties and objectives of the ICB and for the stewardship of public money. Ensure that the Board is effective in all aspects of its role and appropriately focused on the four core purposes, to: improve outcomes in population health and healthcare; tackle inequalities in outcomes, experience and access; enhance productivity and value for money and help the NHS support broader social and economic development. Be champions of governance arrangements (including with the ICP), collaborative leadership and effective partnership working, including with local government, NHS bodies and the voluntary sector. Support the Chair and the wider Board on issues that impact organisations and workforce across the ICS, such as integration, the People agenda, Digital transformation, Emergency Preparedness and Resilience and Response (EPRR). Play a key role in establishing statutory arrangements for the ICS to ensure that the ICB meets its statutory duties, building strong partnerships and governance arrangements with system partners. Chair key committee meetings including the Quality and Performance Committee with a view to broaden experience to Chair further committee meetings.
