Job summary

The Cambridgeshire and Peterborough ICB R&D team are looking for an R&D officer to the team on a 12 month fixed term contract covering maternity leave.

This is an important role in supporting the effective and efficient operation of the R&D Office through the provision of up-to-date expertise and oversight of research governance advice and services for primary care, community care and wider health and care settings across Cambridgeshire and Peterborough, and potentially beyond. The role-holder will be expected to have significant research governance expertise and previous experience in (or the ability to rapidly adapt to) research governance for primary care, community and residential settings, as they will need to be able to operate effectively across all three domains. This is a rapidly evolving operating environment and the role-holder will need to keep pace with developments in R&D support and governance across these settings and in the local, regional and national support structures and regulations that affect research in the settings. This will include working with colleagues in the new Regional Research Delivery Network (RRDN) for the East of England.

Main duties of the job

Day to day, the role-holder will be responsible for the timely provision of research governance advice and the support of research costings for regional research study applications in primary care, community and residential health and care settings, supporting robust feasibility, timely set-up and delivery of research studies within the nationally agreed benchmarks. They will ensure that the portfolio of studies are prioritised in accordance with feasibility, capacity and capability and are set up accordingly, proactively supporting performance management of studies through regular reporting.

They will provide specialised study oversight and management, also guiding researchers and delivery sites to relevant and support at the appropriate time for both commercial and non-commercial research.

As a member of the hosted R&D Office team, the role-holder will also contribute to activities including the development and implementation of research management policies and systems, and deputise for colleagues including the Research and Governance Manager as requested.

Job responsibilities

Key Duties and Responsibilities

  • Lead research project set-up and conduct in accordance with the UK Policy Framework for Health and Social Care Research, including the assessment of primary care and community capacity and capability for research studies and amendments
  • Generating research governance reports to provide assurance for social care/non-NHS providers in community and/or residential settings, which supports provider decision making in research participation[AP1]
  • Advise organisations on suitability of researcher pre-engagement HR checks and where applicable support researchers in obtaining honorary research contracts, letters of access and research passports
  • Advise on regulatory and legal requirements for research across settings.
  • Support project costing and securing excess treatment costs where applicable.
  • Collaborate with RRDN staff, ICB colleagues, local academic leads, researchers, industry contacts, and ethics committee contacts to support a strong portfolio of research across the Cambridgeshire and Peterborough Integrated Care System and other regional Integrated Care Systems.
  • Support researchers with the Integrated Research Application System and research processes as required.
  • Respond to emerging NIHR Standard Operating Procedures and HRA guidelines as applicable.
  • Support RRND East of England research delivery teams across primary care, community and residential settings.
  • Line and/or project management of junior R&D staff or secondees

Communication

  • Act as a specialist within R&D for researchers, guiding them to the appropriate resources and support when appropriate.
  • Liaise with all study stakeholders, including researchers, delivery teams and sponsors, to keep them informed of progress relating to research applications, set-up and delivery.
  • Maintain strong relationships and develop regular communication and reporting channels between the study teams, R&D teams, support departments, study Sponsors and RRDN East of England
  • Contribute to R&D Team and RRDN meetings, discussing issues relating to study submission, set-up and delivery of studies. Identify and resolve barriers and suggest improvements.
  • Attend and contribute to relevant external meetings (including on occasion deputising for the Research Governance Manager).
  • Prepare and present information to internal and small external audiences.
  • Plan, arrange and support internal and external meetings when required, including taking minutes and reporting back to colleagues and managers.
  • Maintain comprehensive and accurate records of all R&D activity using R&D systems, reporting regularly and on request to managers.
  • Develop and maintain links with ICS-wide study facilitators, co-ordinators, data managers, research nurses across the region.

Budgetary Responsibility

  • Identify research related costs and cost attributions in line with Department of Health Attributing the costs of health and social care research (AcoRD) guidelines
  • Advise on research study contracting and the arrangements for payments from national research bodies for excess treatment costs
  • Where required and, in liaison with RRDN colleagues, track payments for support costs for research sites and other research-related financial transactions

Performance management and reporting

  • Work with the Research Governance Manager to ensure the monitoring of submission of research applications, outcomes and successes in order to report on local metrics.
  • Work with the local RRDN research officers and delivery teams monitoring the progress of study set-up to ensure studies are initiated in line with local and national metrics.
  • In conjunction with the RRDN and local delivery teams, monitor the ongoing progress to ensure national and local metrics are met.
    • Provide regular comprehensive and accurate reports as required, on study performance through continual development and maintenance of the local portfolio management system and databases.
    • Assist in the reporting of research activity and publications to feed into the R&D Performance Reviews.
    • Register research studies on appropriate research management databases such as LPMS and CPMS ensuring timely and accurate recording of information and adherence to timelines
    • Administer and lead on database management and development in support of research management and governance for central and local activity reporting processes and to be responsible for the integrity of the local database system and updating the coding as required.
    • Support information requirements for the annual reports, central NIHR returns, ICB reports and NIHR RRDN reports
    • Support research network development, and communication of information on research governance including as necessary web maintenance and development
    • Respond to emerging policy with respect to effecting data collections from researchers and developing customised research reports that support service partners

Education and Development

    • Maintain excellent and specialist knowledge of changes in regulatory requirements, NIHR Portfolio management, research governance management requirements and use of specific databases. Ensure updates and changes are implemented into practice.
