As a member of the Estates Team within Property & Development, you will support the achievement of these key priorities, making a real difference to the lives of people in Shropshire. The Property & Development team encompasses all aspects of property and land management, including maintenance and repair, facilities, assets and estate management and strategic planning and development. The Estates team sits within Property & Development and ensures that the property requirements of the Council are met by the acquisition, disposal, letting and management of property and land to meet statutory and legislative requirements. Overview of your role The Senior Estates Surveyor will work under the direct supervision of the Estates Manager Corporate Landlord and will assist in the provision of a comprehensive and high-quality estate management and valuation service. Who will your manager be and what will you be responsible for? You will be: ▪ reporting to the Estates Manager Corporate Landlord who is in turn responsible for your health and safety, training and development. ▪ expected to lead and/or contribute to a range of projects and build relations with both internal and external partners in order achieve specified outcomes but will not have direct authority over those involved. What will you be doing? • To carry out management of the Council's property including Landlord and Tenant obligations and compliance, health and safety, repairs and maintenance, service charge budgets, dilapidations, the monitoring and collection of rent any other relevant duties as part of the Council's Corporate Landlord model. • To carry out valuation and estate management work in connection with the disposal of surplus property, the taking and granting of leases, tenancies, easements, licences, wayleaves etc. the acquisition of property and general advice on property matters. • To carry out valuations for acquisition, leasing and sale of land and buildings, Asset Valuations and Reinstatement Cost Assessments. • To draft reports to other departments and committees and, where appropriate, seek approval from senior officers. • To take decisions as part of negotiations and estate management and under supervision to appraise selected property cases in the Council's corporate interest and make appropriate recommendations. • As required, reviewing the rateable values of the Council's properties, submitting appeals to the Valuation Office Agency in respect of Rateable Value assessments, negotiating with the Valuation Office Agency or attending Valuation Tribunal in support of senior officers to present evidence in the appeal. • Liaise with managers and other relevant parties throughout the transaction process and to provide support to ensure the required level of customer care is maintained with no unavoidable delays. • To develop and maintain an effective working relationship with; a) Senior Officers and Chief Officers of all departments b) All levels of the public and private sector, professional advisers, elected representatives and the general public • The postholder will be required from time to time to undertake other duties appropriate to the post, not specifically mentioned in this job description, in connection with the provision of a comprehensive valuation and estate management service. • The postholder will commit to undertake appropriate CPD and to work towards achieving RICS Registered Valuer status if not already held. What are your conditions of Service The conditions of service are those laid down by Shropshire Council, which have been adopted and amended as necessary from those laid down by the National Joint Council for Local Government Services. Your primary work base will be at Guildhall in Shrewsbury with the requirement to regularly work from home. Your post is subject to the following: ▪ The post is Permanent for 37 hours per week, ▪ Normal office hours are 7am-7pm Monday - Friday and 8am-1pm Saturday with a minimum lunch break of 30 minutes. Occasional evening work may be required, ▪ The post is subject to the Council's annualised hours scheme as implemented within the specific work area. This post carries eligibility to join the Local Government Pension Scheme. Information about this will be sent with any formal offer of appointment. Annual leave entitlement is a pro rata flat rate scheme of 207 hours (28 days) annual leave plus bank holidays, with five days extra awarded to those staff with five years local government service giving an entitlement of 244 hours (33 days). Two days of an employee's allowance (pro rota for part time staff) must be taken at Christmas for any potential Christmas closures. Employees who work in a building/service which is required to open over the Christmas period, the two days leave (pro rota) can be carried over into your next leave year but must be used by the end of March. The appointment is subject to three months' notice in writing on either side. The appointment is subject to six months' satisfactory probationary service during which time the notice period will be one week on either side. Smoking is not allowed in Council buildings, in Council vehicles or in any Council place of work. It is a condition of your appointment that you provide a suitable vehicle for the performance of your duties and that this is readily available for use during normal working hours. You are entitled to claim for reimbursement of the costs of travel on council business at the rate of 45 pence per mile. What pre-employment checks will we undertake?
