As a member of the Streetworks Team within Highways and Transport Commissioning service area, you will support the achievement of these key priorities, making a real difference to the lives of people in Shropshire. The Network Management team manage Shropshire Councils duty to act as a Street Works Authority and a Permit Authority which requires management of the public highway; including management of all road and Street works, traffic management such as road closures and temporary traffic signals, Public Events that impact on the road network, Licences such as skips and scaffolds ensuring at all time that it is all done in a manner that will limit the potential disruption to the network users while ensuring compliance with relevant acts of legislation such as the Traffic Management Act 2004, New Roads and Street Works Act 1991 and the West and Shires Permit Scheme Statutory Instrument 2014. The team also generate, compile and manage the forward programme of works and activities on the road network including new developments, major highway and utility schemes, events etc assisting in timing and coordination of activities to facilitate conflicting and essential demands on the network. In addition to this the team have a compliance, performance and enforcing role through the generation of KPI's and reports, enforcing and penalising breaches of legislation, identification and implementation of performance improvement measures and forward planning of advances to the sector that will provide a benefit to Shropshire Council and the network it manages. Overview of your role This post will be required to undertake the inspection, recording and reporting of street works, licences and surface apparatus defects in accordance with street works legislation, associated regulations, codes of practice and other relevant highways legislation. The post will be site based and will be the customer facing representative of the street works team and as such will be expected to support the aims and objectives of the service. Who will your manager be and what will you be responsible for? You will be: ▪ reporting to The Senior Inspection Officer who is in turn responsible for your health and safety, training and development. ▪ expected to lead and/or contribute to a range of projects and build relations with both internal and external partners in order achieve specified outcomes but will not have direct authority over those involved. ▪ Responsible for completing within expected timescales all mandatory corporate and role specific training. Training requirements will be detailed in your corporate induction and Personal Development Plan (PDP). Courses are accessed via the council Learning Management System via the Intranet. What will you be doing? ▪ Carry out programmed and ad hoc inspections of streetworks to ensure compliance to legislation and the permit conditions ▪ ▪ ▪ Undertake permit inspections on works undertaken on the highway, assess and advise/liaise with Network Management team on any necessary amendments to granted permits to improve conditions or make safe. Inspect live work sites and undertake Cat A inspections, permit compliance checks Identify and prepare evidence for any S74 overruns, Fixed Penalty Notices or prosecutable offences, including writing witness statements and attendance at court if required. Identify, report and manage S81 Dangerous apparatus ▪ ▪ Undertake Cat B and C inspections of reinstated sites ▪ ▪ Undertake follow up inspections on defected sites ▪ Undertake joint site inspections with all works promoters and negotiate desired Identify and log/record possible coring sites ▪ ▪ outcome on behalf of the Authority. Inspect and ensure compliance via on-site enforcement of all highway licences including skips and scaffolds Inspect S50/S171 private contractor sites to advise and enforce compliance if applicable ▪ Ensure that all works are undertaken in accordance with safety legislation and codes of practices ▪ To be responsible for the enforcement of illegal/unsafe on-site activities in accordance with relevant legislation, ensuring that appropriate remedial actions are taken in a timely manner to return the highway to a safe standard for all users ▪ Responding to emergencies on the network as and when required ▪ Ensure service wide consistency regarding identification and recording of defective reinstatements, permit breaches, section 74s etc ▪ Responsible for collating and gathering of evidence for prosecutions, ensuring that all processes and procedures are in line with legal requirements The above duties are an illustrative outline and are not an exhaustive list. What are your conditions of Service The conditions of service are those laid down by Shropshire Council, which have been adopted and amended as necessary from those laid down by the National Joint Council for Local Government Services. Your primary work base will be at Longden Road Highways Depot with the requirement to regularly work from home. Depending on the needs of the service and organisation you may be required to work at any of the other Shropshire Council premises. Your post is subject to the following: ▪ The post is Permanent for 37 hours per week, ▪ Normal office hours are 7am - 7pm Monday - Friday and 8am - 1pm Saturday with a minimum lunch break of 30 minutes. Occasional evening work may be required, ▪ The post is subject to the Council's annualised hours scheme as implemented within the specific work area. Annual leave entitlement is a pro rata flat rate scheme of 207 hours (28 days) annual leave plus bank holidays, with five days extra awarded to those staff with five years local government service giving an entitlement of 244 hours (33 days). Two days of an employee's allowance (pro rota for part time staff) must be taken at Christmas for any potential Christmas closures. Employees who work in a building/service which is required to open over the Christmas period, the two days leave (pro rota) can be carried over into your next leave year but must be used by the end of March. 1. 2. The appointment is subject to 1 months' notice in writing The appointment is subject to six months' satisfactory probationary service during which time the notice period will be one week on either side. Smoking is not allowed in Council buildings, in Council vehicles or in any Council place of work. It is a condition of your appointment that you provide a suitable vehicle for the performance of your duties and that this is readily available for use during normal working hours. You are entitled to claim for reimbursement of the costs of travel on council business at the rate of 45 pence per mile. What pre-employment checks will we undertake?
