Human Resources & Development - Form 35 Version 15- Issued October 2022 JOB DESCRIPTION AND PARTICULARS OF APPOINTMENT ▪ Job Title: WM-ADASS Programme Support Officer ▪ Post Number: P26765 ▪ Grade and SCP: Grade 6 ▪ Directorate: People / WM-ADASS Where your role fits at Shropshire Council (Host Authority for WM-ADASS Team) West Midlands Association of Directors for Adult Social Services (WM-ADASS) represents the 14 directors running adult social care services for local authorities across the region. Our core purpose is to provide an improvement programme to our directors. Improvement means doing things that improve the experience of social care by all adults who need it, their families and their carers. As a member of the WM-ADASS, programme management team you will provide administrative and programme management support to the team that manages and co-ordinates the improvement programme. Our four key objectives are: 1. Statutory duties, reform and assurance: Prepare for the CQC assurance process by implementing specific support offer to 14 councils. 2. Providing safe support: Ensure a sustainable care market and workforce, and effective relations with the NHS 3. Working with people: Promote social justice and support fair, thriving local communities and economies 4. Overview of your role This role is an exciting developmental one and the post holder can expect to eventually be awarded greater responsibility such as leading on projects and sub-programmes; managing project budgets and negotiating with key stakeholders, commensurate with the abilities they demonstrate in the role. The postholder will help arrange the many network meetings that WM-ADASS organise throughout the year for our 14 top tier Council partners. Programme Support: To provide direct project and networking support to assist the delivery and development of the West Midlands ADASS Improvement Programme in enabling regional activities in Adult Social Care services. We work on a range of projects with councils, regional and national partners and the postholders will work with the Programme Manager to co-ordinate scheduling, support budget oversight and administrative support such as compiling agendas, taking, reviewing and circulating meeting notes. Communications and Office Support: To work with the Improvement Programme Team and Digital Communications Lead Associate to promote the work WM-ADASS does and be actively involved in supporting to share the work of the programme via LinkedIn and other social media platforms. Who will your manager be and what will you be responsible for? You will be: ▪ Reporting to the WM-ADASS Programme Manager who is in turn responsible for your health and safety, training and development. • Sending invites, tracking responses, receiving presentations to collate into one slide deck and compiling minutes. ▪ Expected to provide project management support to a range of projects at any one time; ▪ Set up meetings by sending invites, tracking responses, liaising with Network Chairs, Associate Leads, coordinating submission of papers before and after ▪ build relations with both internal and external partners in order achieve specified outcomes. The postholder will liaise with council chief executive PAs, Central Government advisors and Consultants amongst others. ▪ You will not have supervisory responsibilities. Helping to facilitate change through working closely with the WM-ADASS Improvement Director, Programme Manager, Associates and relevant partners to plan and support the implementation of projects and programmes across the West Midlands, providing administrative assistance as appropriate. ▪ Contributing to and appropriately supporting colleagues to ensure that projects and the programme are being completed to a successful conclusion within agreed timescales in line with the resource level allocated. What will you be doing? Helping WM-ADASS identify good examples of social care improvement and help facilitate dissemination to colleagues in the region via the above and targeted communication activities, including use of social media like LinkedIn. ▪ Organising and supporting a range of events, including ad-hoc and scheduled meetings, in-person and virtual. The postholder will need to be confident at arranging virtual meetings for external attendees. ▪ Maintaining effective systems for contact management, communication, electronic document storage and information sharing using SharePoint, cloud-based platforms, social media and Microsoft. ▪ Seeking ways of using modern technology and apps innovatively to continually improve and widen communication. ▪ Expected to take responsibility for completing within expected timescales all mandatory corporate and role specific training. Training requirements will be detailed in your corporate induction and Personal Development Plan (PDP). Courses are accessed via the council Learning Management System via the Intranet. ▪ Using data to co-ordinate updates and progress against our agreed objectives and outcomes which can be shared with programme funders and partners. ▪ Working within Shropshire Council's employee policies and procedures. ▪ You will largely be working from home, though occasional travel may be required. What are your conditions of Service The conditions of service are those laid down by Shropshire Council, which have been adopted and amended as necessary from those laid down by the National Joint Council for Local Government Services. Remote working requires you to regularly work from home. Your post is subject to the following: ▪ The post is Permanent, for 37 hours per week, ▪ Normal office hours are between 09.00 - 17.00 Monday - Friday with a minimum lunch break of 30 minutes. Occasional evening work or early mornings may be required depending on the schedule of events taking place, ▪ The post is subject to the Council's annualised hours scheme as implemented within the specific work area. This post carries eligibility to join the Local Government Pension Scheme. Information about this will be sent with any formal offer of appointment. [Annual leave entitlement is a pro rata flat rate scheme of 207 hours (28 days) annual leave plus bank holidays, with five days extra awarded to those staff with five years local government service giving an entitlement of 244 hours (33 days). Two days of an employee's allowance (pro rota for part time staff) must be taken at Christmas for any potential Christmas closures. Employees who work in a building/service which is required to open over the Christmas period, the two days leave (pro rota) can be carried over into your next leave year but must be used by the end of March.] The appointment is subject to one month's notice in writing on either side. The appointment is subject to six months' satisfactory probationary service during which time the notice period will be one week on either side. Smoking is not allowed in Council buildings, in Council vehicles or in any Council place of work. It is a condition of your appointment that you provide a suitable vehicle for the performance of your duties and that this is readily available for use during normal working hours.
