Public Spending GroupThe Public Spending Group is a high-profile and rewarding place to work. We help the Chancellor decide what to spend 1.2trillion a year on and ensure government delivers value for money for the taxpayer. We are responsible for reporting to Parliament and the public on how taxpayers money is spent. We drive forward improved outcomes and efficiency in public services and make sure value for money is at the centre of decision-making through better evaluation, data and analysis. We advise on overall government policy on public sector pay and pensions, the biggest single driver of public spending. We collaborate with and directly support departments to deliver the Government Finance Function strategy, building finance, debt and risk capability across government and developing the management information, tools and frameworks to better understand and ensure value for money.The Government Finance Function (GFF) The GFF ensures that finance is at the heart of decision making in Government delivering value for money, strengthening public trust.The Finance Function comprises of over 8,500 FTE spread across 39 Government organisations.The Function needs to move at pace to make further progress towards its vision and the decision has been taken to strengthen and formalise the functional centre for the Government Finance Function, aligned to the Civil Service Functional Leadership model.The People and Capability TeamThis role sits within the People & Capability team. Priorities for the team include:Developing a high performing, capable and diverse Function for the future, with great people in the right roles with the right skills now and in the future.Learning & Development (L&D) the Government Finance Academy (GFA), determining the future strategy for the GFA ensuring a future focussed and sustainable model to deliver a high quality learning and development offer for the Government Finance Function.Career Framework: Standardising expectations of skills, qualifications and experience required to succeed in roles across GFF, supporting attraction, development and retention of diverse talent across the function.Talent Management: developing a robust and diverse talent pipeline through a dynamic and engaging talent management strategy.Encouraging a diverse and inclusive environment across the Finance Function.Developing an attractive reward and retention strategy to help attract and retain great people.Resourcing and strategic workforce planning to ensure succession plans are in place for the functions pivotal roles.Building excellent links with networks across Government to utilise expert services and embed our initiatives in departments, sharing knowledge, best practice and resource.As the Career Development Manager for the Government Finance Function, you will be joining our team of Finance, HR and L&D Professionals who are responsible for leading the GFF People and Capability offer for the function across government.At the heart of this work is developing professional capability for the Government Finance Function, ensuring a high quality, evidenced based, diverse and value for money professional skills offer for the GFF (c8500 people) and developing our Finance Career Framework to ensure staff working across Government Finance have clearly defined roles to work in, and access to exciting and varied career pathways across government. This role provides an excellent opportunity to work across Government and Professional boundaries, working on 2 key work areas within the People & Capability team, the Finance Career Framework (civilservice.gov.uk) and the Finance Professional Development teams. The role will have responsibility for managing and supporting the Finance Professional Development offer, including Accelerated Development programmes, Finance Fast Stream, Finance Apprenticeships, and to support professional development linking into the Government Finance Academy wider learning offer as well as supporting the evolution and development of the Finance Career Framework and implementation of the Skills Capture Tool to help us understand and develop skills and capabilities across the GFF. Success in this role will require you to work across and collaborate with a variety of stakeholders across organisational boundaries as a trusted partner, utilising your skills and experience to build a strong network of relationships with internal and external stakeholders at all levels to drive outcomes for the Government Finance Function.This role plays a key role in shaping these high profile areas of Government Finance, supporting professional capability and shaping the standards for the Government Finance Function of the future within the Career Framework, the role will support interaction with key governance groups and senior stakeholders and will link across all areas of finance capability within the GFF. Key accountabilities include: Overseeing development and delivery of the Finance Fast Stream offer, ensuring and the offer is designed to support the individual learning pathways for each Fast streamer, some 200+ individuals across the function. Developing the Apprenticeship offer for the function, working with broad networks, to develop a streamlined, professional, accessible offer linking to functional workforce requirements, ensuring best value for the function and optimum efficiency. Building and maintaining relationships with the Accountancy Institutes and other partners to support professional development and training of staff across the GFF. Project management of the Career Framework and Finance Professional Development programmes, ensuring target milestones are met and any emerging risks are understood and managed, communication and commissions are completed to time. Responsibility for updating and evolving the Finance Career framework, working with senior sponsors and workstream leads to co-ordinate activity. Supporting delivery and roll out of the Skills Capture Tool supporting monthly reporting of take up across the function, reviewing insight and highlights to understand skills needs across the function and reporting to Departments. Finance Career stories/pathways - lead work to work to develop, arrange, schedule a programme of colleague stories from across the function to promote development, use of CF, linking to L&D interventions, promoting diverse and engaging stories. Data management - working with data analysis manage and wider team to ensure we have robust data on capability and profession requirements, training needs and skills gap analysis. Ensure alumni databases, including all GFF profession schemes cohorts are captured and tracked to assess efficacy of interventions. Working with Career Framework and Profession leads to provide regular updates to functional management and People Committee, drafting papers and providing a secretariat to the Career Framework Steering Group Lead on relationship management with Fast Stream and Apprentice representatives and networks, ensuring regular communication and engagement supporting groups of staff from GFF perspective and identification of any training and development needs.Lead on functional and professional mentoring programme and guidance.Candidate Drop-In Session We will be running a candidate drop-in session for this role to give you greater insight about the role as well as the chance to learn more about HM Treasury and the recruitment process.
