About the GroupStrategy, Planning and BudgetStrategy, Planning and Budget operates at the heart of the Treasury to develop the Departments overall strategy and business plan, assess performance and risk, and help deliver its objectives with a large, flexible project team who work on ministerial priorities across the whole range of the departments policy responsibilities. We also co-ordinate the Chancellors annual Budget, the Finance Bill and the Treasurys tax strategy, as well as coordinate the Treasurys responses to the COVID-19 Public Inquiry and provide support to ministers and officials who are Inquiry witnesses. SPB also promotes excellent policymaking across the department and houses the Darlington Leadership Team, which works to ensure the successful delivery of the Darlington Economic Campus (DEC). About the teamThe Growth Delivery Unit (GDU) is a new team established to drive delivery of the Chancellors priorities and support her growth mission leadership. We do that by combining policy, analytical, project management and data science skills to monitor the progress of policies and projects from announcement to actually delivering real-world outcomes; identify when and why progress is being blocked; and intervene to overcome those barriers. About the jobThis is a new role, responding directly to a priority ask of the new Chancellor and her team. It is an opportunity to play a high-profile part in shaping the growth mission and driving delivery of the Chancellors priorities. The post-holder will work in a fast-paced political environment with opportunities to influence ministers, senior officials, and special advisers. They will need to collaborate with colleagues across the Treasury, other Government departments, and beyond Whitehall. They will also experience working in a multi-disciplinary team and gain insights into a broad range of growth-related policies, mission-led government, and ensuring policy is delivered effectively.This role will lead the branch which monitors the delivery of the Chancellors growth mission priority policies and projects and helps solve any problems, barriers, and risks to delivery. This is a new role so its responsibilities will inevitably evolve over time and the role holder should be willing and excited for their responsibilities to change and expand as the job and the GDU develops. At the outset, the post holder will be responsible for:Planning and managing regular complex information-gathering processes across government to monitor project delivery. Currently that means supervising the process to collate weekly updates on the delivery progress of the Chancellors top priority growth projects and policies; and working with the analysis and data science branch to continuously improve the process and automate elements.Building and managing relationships across government to support this process and wider collaboration.Developing an understanding of the policies and projects being monitored, the wider growth mission, and political and strategic drivers to support effective communication of these topics; identify strategically important issues; and spot risks and blockers to delivery progress.Working with colleagues across government to come up with effective and creative solutions to problems and barriers to delivery.Effectively communicating delivery updates and proposed solutions to senior officials, special advisors, and ministers, including the Chancellor, verbally and in writing. Work with the analysis and data science branch to communicate via innovative presentational products such as project dashboards when appropriate. Currently we have a weekly Director General/Special Adviser delivery stocktake meeting which this role will be expected to regularly lead. There is also a weekly Chancellor meeting led by the GDU Deputy Director, who will be looking to this role for support in preparation.Line managing an SEO policy adviser who will support this delivery monitoring work.
