Job Description
The Deputy Finance Director is responsible for robust planning and management of the departments finances, directly advising the Executive Board to help the department to maximise its resources and best deliver on its responsibilities. You will lead teams covering Strategic Finance and Planning, Finance Business Partnering, Finance Operations and Transformation.If you want to work at the very heart of government, in a fast-paced, exciting organisation and have an enthusiasm for delivering change and building strong relationships, we want to hear from you! This role is one of the best, and most interesting roles in the Government Finance Function, providing a brilliant development opportunity for someone to work at the heart of Government, and directly informing and advising on public finances to help the Treasury deliver its external responsibilities. You will engage and influence a wide range of stakeholders across and beyond the Treasury group, including the Audit and Risk committee, the Executive Management Board, the National Audit Office and teams across the business and subsidiary organisations. You will have a key role as part of the Corporate Centre Leadership team in managing the group and play an active role in the delivery of the cross-government finance functional agenda within the Treasury group. The Treasury is a high performing and fast-moving organisation, with a large and complex balance sheet, managing a range of financial interventions and support schemes. We're looking for an outstanding leader to build, develop and motivate a high-quality team of specialist and generalist staff to provide expert advice and support to Treasury teams, Ministers and departments in a way that is simple, practical and cuts through complex issues. You need to be confident to work at pace in offering support and financial advice to policy and operational teams and supporting the executive team in their decision making on financial issues. You will deputise for the Finance Director regularly and be a visible leader in the department. The post-holder will: Lead on the management of the Treasury Groups budget (c. 375million p/a Resource expenditure and circa 100 billion Annually Managed Expenditure (AME), providing expert advice and recommendations to the Executive Team on the in-year management of the position, oversight and assurance of the monthly management accounts, Parliamentary Estimate and OSCAR (Online System for Central Accounting and Reporting) processes.Lead on the strategic financial planning, including leading on fiscal events, Spending Reviews, and long-term financial strategy. This will including working closely with HMT Spending Team, leading financial negotiations, and helping the department in its strategic prioritisation of budgets against objectives and to ensure that resources are deployed and managed in a way which best supports delivery of Ministerial priorities and value for money.Lead on the Financial Operations for the HMT Group, including oversight of Commercial, Accounts Payable, Accounts Receivable, Banking and Payroll for over 3000 employees. Lead on Finance Transformation, both process improvement of our polies, operations and reporting to the SCS across the department to help with decision making and ensuring that finance is embedded within the organisation.Lead the Finance relationship with bodies within the Treasury Group, such as the Office of Budget Responsibility, the Debt Management Office and National Wealth Fund. Work closely with Sponsor teams, while reporting impacts of budget changes to the Treasury Group.As part of the Leadership team for the Corporate Centre Group, work collaboratively with other SCS and participate in the running of the group with over 200 people. Delivering change workstreams which help to build a positive, encouraging and friendly working environment to deliver corporate and operational functions. Effective line management of direct reports and continued responsibility for building a diverse and high performing team. Co-leadership of the finance team and as part of the Corporate Centre Group, developing and delivering a medium-term plan for the finance function.
