Job Description

The post holder will work with a high degree of autonomy but be accountable to the Chief Finance Officer for the effective and efficient delivery of the role and associated activities. The postholders main responsibilities will include:Supporting the Chief Finance Officer in ensuring delivery of the strategic objectives and business plan;Supporting the development of annual board programme, co-ordinating the boards self-evaluation and development activities;Supporting on overseeing and coordinating updates to the quarterly scorecard document which records progress against our strategic objectives and business plan;Attending and organising Executive Management Team meetings (of which you will be part), Advisory Board meetings and Audit Committee meetings, as well as away days. This will see you working closely with the Chairs and all members of the Board and Audit Committee to further governance arrangements.Overseeing compliance with and reviewing the KLTRs Records Management Plan;Assisting the Chief Finance Officer in the preparation of the KLTR annual accounts and annual audit as required;Supporting and carrying out initiatives to ensure good governance and compliance across the Office; andInter-team collaborating to review a wide range of policies and processes.Developing relationships with the wider COPFS office and external stakeholders such as Audit Scotland, the Scottish Public Services Ombudsman, Information Commissioners Office and Freedom of Information Scotland Act Commissioner.Role Specific ResponsibilitiesAdvising the Chief Finance Officer on compliance with the Scottish Public Finance Manual and other relevant guidance and regulations on financial management and accountability;Improving board committee structures and information flows, addressing any issues or concerns that may arise from members;Leading on the preparation of the business plan for financial year 2025/26;Organising and leading bi-monthly all-office knowledge meetings, sourcing speakers and ensuring engaging sessions relevant and interesting to all colleagues;Reporting and escalating any significant risks or issues to the Chief Finance Officer, providing assurance on the effectiveness of the risk management framework;Establishing and maintaining a comprehensive strategic risk register with the Chief Finance Officer that identifies and evaluates the key risks facing the KLTR, and the mitigating actions and controls in place to manage them;Working with the Chief Finance Officer in developing and maintaining the KLTRs risk management strategy, including oversight of the strategic risk register;Leading on the coordination of the KLTR staff survey and analysis of the results.
