We do this by providing high quality, easy to use services, and working environments that our customers want to work in, which support them to deliver their individual outputs efficiently. Our job is to manage one of the most diverse and complex estates in Government hosted by the Ministry of Justice (MoJ). The MoJ Property Directorate brings together a property portfolio including Prisons, Probation, and MoJ HQ and Arms Length Bodies. We also provide property services on behalf of the Home Office. MoJ Property provides specialist services including facilities management, health and safety, fire safety and security, technical design expertise, and sustainability. We also have business management teams who support the entire Directorate and each of our partners is supported by account management teams. We are responsible for a great deal - our portfolio consists of properties valued at 8.5bn for the MoJ alone. We are part of the Government Property Profession (GPP) and through active membership and engagement we will work with the Office of Government Property to develop the maturity of the profession and also encourage our people to join the GPP. We continue to build our capability through training and recruitment, aspiring to be the best that we can be as individuals and as a directorate. We continue to deliver new ways of working across our portfolio leading on the scale and pace of activity for central government proposing ways to achieve, and then providing more dynamic and flexible workspace, while driving down the cost of the estate. Team OverviewThe Capital Construction team in MoJ Property are responsible for the successful delivery of roughly 20,000 new prison places in this decade. The team have a host of construction project management experts to deliver expansions in our existing estate alongside brand-new facilities that are being built, as well as a strong Technical Standards unit consisting of architects, engineers, and other specialists that ensure our facilities are being built securely to high standards. Alongside planning, cost, and health and safety experts, and with our delivery partner Mace, the unit are working cohesively towards providing decent, safe, and modern prisons that rehabilitate and normalise our inmates. Job Description, Duties and ResponsibilitiesThe post holder will support senior leadership by driving strategic initiatives and ensuring efficient daily operations of the Capital Construction team. They will act as a key advisor, providing executive support on decision-making, coordinating cross-departmental and cross-Government efforts, and overseeing communications with key stakeholders, suppliers, and customers. They will handle information management and security, monitor performance alongside the Property Delivery Partner organisation Mace, and by owning our people strategy ensure the team vision and mission meet organisational goals while developing an efficient and effective unit.Responsibilities will include the following: Executive Decision SupportAct as a trusted advisor to senior managers and the executive team, offering insights and strategic counsel on key issues.Prepare briefing documents, reports, and recommendations for executive-level decisions.Facilitate cross-departmental alignment on policy implementation and strategic initiatives.Operations and Team ManagementOversee daily operations to maintain efficiency and alignment with agency goals.Lead cross-functional teams, managing performance, morale, and accountability.Coordinate with HR for staffing, training, and professional development.Ownership of the Project Support function working across the team.Ownership of the People Survey action and improvement plans.Crisis Management and Problem ResolutionRespond to crises and emerging issues swiftly, coordinating resources and information for effective management.Develop contingency plans for potential challenges or risks.Act as the point of contact during critical situations, maintaining order and communication flow.Information Management and SecurityOwnership of the Built Asset Security Manager (BASM) function, including strategies, management plans and information requirements.Management of data breaches and information incidents, and associated resolution, reporting, and lessons learned processes.Operate as Information Assets Owner for the team.Performance Monitoring and ReportingEstablish performance metrics for departmental initiatives and conduct regular reviews.Compile and present reports on programme progress, budget status, and policy outcomes to leadership and stakeholders.Strategic Planning and ExecutionDevelop and implement strategic initiatives to achieve the organisation's mission and goals.Align department activities with the organisations policies, public mandates, and long-term objectives.Stakeholder Engagement and Relationship ManagementBuild and maintain relationships with key stakeholders, including other government agencies, community groups, and advocacy organisations.Coordinate internal and external communications to ensure consistency with organisational goals and messaging.Manage high-level communications with stakeholders, including community leaders, legislators, and the media. Skills and Experience Essential:Experience working as a Business Delivery and Performance Lead, Head of PMO, Chief of Staff, or other role that supports strategic planning, operational management, and cross-functional coordination in an organisation, preferably a Government bodyDemonstrable management or leadership experience, project management experience, and experience developing and running organisational strategyDemonstrable experience operating with cross-functional, cross-departmental, or cross-Government teams to deliver a common goal across organisational boundaries Desirable:A relevant project management certification, such as (but not exclusively) PMP, Prince2, APM or P3OAn understanding of construction project management (e.g. RIBA)An understanding of the complexities of Information Security and Management in a large-scale organisation, preferably with control of potentially classified documentation, in line with ISO19650 Government Property Profession (GPP) Technical SkillsThe GPP Framework is aimed at staff working in property or property-related roles and consider property to be their career anchor profession. This usually encompasses posts where professional qualifications and experience are directly relevant to the work being undertaken. However, it is also applicable to those who are currently not qualified property practitioners but wish to make this their profession of choice. Those with a property background at any level are encouraged to register with the GPP, which exists to support property practitioners at all levels.
