Job Description
HOPS are responsible for providing expert property services to the department. The estate comprises of office, Border Force, warehouse, residential, detention and public access properties. Our property teams work with a variety of stakeholders within the department, across Government and with a range of external suppliers to deliver a range of construction projects, change and improvement projects, estate management and facilities management to support the Department in delivering our strategic ambitions of a smaller, better, greener estate in line with the Government Property Strategy, and operational and political priorities. The Grade 6 Principal Programme Manager role is responsible for overseeing project delivery of allocated HOPS programmes of projects, ranging from minor to major works for the Home Office (and Arms Length Bodies when required). The post holder is required to work closely with colleagues across HOPS to ensure wider estates priorities are met and projects are delivered to time and budget, ensuring excellent standards of delivery, design, and customer service across a plethora of stakeholders. Relationship management and communication at senior level are critical components to the role. This role is at Senior Practitioner level within the Property and Construction Project Management core role of Property and Construction Projects in the GPP Career Framework. TravelThis role will require travel nationally to Home Office sites and may include some overnight stays. Frequency will vary depending on business requirements but could be up to weekly.Line management This role includes line management responsibilities.Key responsibilitiesEffective leadership and development of project teams to deliver a portfolio of projects to time, cost, quality, and performance parameters. Ensure projects meet all statutory and legislative standards and are delivered in compliance with government policies and governance procedures. Ensure projects comply with all relevant statutory and regulatory requirements, including Construction (Design and Management) Regulations 2015 (CDM). Effective and timely performance reporting, monitoring and assurance measures. Ensuring that all information reporting cycles are met and the accuracy, consistency and quality of information provided. Ensure that project delivery risk management strategies and procedures are in place and outputs are actioned. Embedding wider efficiency targets and activities, such as the implementation of Building Information Modelling, Government Soft Landings and Collaborative Procurement. Drive best practice and innovation through project delivery processes, seeking continuous business and process improvement. Working with and developing strategic supply chain delivery partners to ensure supply chain performance, and procurement compliance. Ensure cross project working, shared supply chains and collaboration to meet the Governments Construction Strategy objectives. The post holder is accountable for the budget for their team and ensuring appropriate spend controls are in place, managing budgets supporting and forecasting activities.
