We are recruiting for the following senior executive officer (SEO) - grade analyst roles:Role 1: Net Zero Buildings: Home Upgrade Grant scheme Evaluation LeadThe Buildings Energy Evaluation Team is a friendly, inclusive and supportive team of 15 evaluation analysts that place a strong priority on individuals development. Our team prides itself on its high quality, innovative and impactful evaluations of DESNZ schemes delivering energy improvements to UK homes. Our Analytical team has 88% Team Satisfaction (People Survey 2023).We are looking to recruit an SEO social researcher to lead our flagship evaluation of Phase 2 of the Home Upgrade Grant (HUG2). The scheme was launched in January 2023, allocating up to 630 million of grant funding to Local Authorities to help them upgrade energy inefficient homes of low income households in England that were not connected to the national gas grid. The scheme aims to deliver substantial improvements in fuel poverty and health for these more vulnerable groups, while advancing the mass decarbonisation of domestic heating necessary to meet the UK's Net Zero carbon target.The post holder will be responsible for:DESNZs independent process and outcomes evaluation of the scheme.A smaller evaluation of the external delivery model for it and the parallel Social Housing Decarbonisation scheme. Managing the work of our evaluation contractors.Collaborating with internal stakeholders in the scheme's policy, delivery and commercial teams.Managing, quality assuring and communicating evaluation findings.Regularly communicating emerging findings to an engaged customer network within DESNZ, for use in delivery management and future policy development.They will be given a high degree of flexibility and creativity in actively setting direction for our appointed contractors, developing and quality assuring research materials and outputs, as well as strong support from their line manager and our wider team of evaluation experts. They will use evidence to underpin the design of how future government Net Zero domestic retrofit policies are delivered. There is scope for the role to also support or lead on new monitoring and evaluation work in response to emerging challenges in the Net Zero Domestic Buildings policy area, workload permitting. There are also opportunities for optional travel within the UK to attend meetings, conferences, workshops or site visits.Role 2: Senior Green Gas Evaluation AnalystIn Clean Heat Analysis (CHA) we produce high quality, multi-disciplinary evidence and analysis; working proactively to deliver the best policies that work for all consumers and the environment as well as promoting economic growth. We are a team of around 40 friendly and motivated analysts, who work collaboratively to help achieve the departments priority of achieving Net Zero emissions by 2050, through the decarbonisation of heating.The Biomethane Analysis branch of CHA is responsible for ensuring biomethane policy is developed with the best available evidence, working with multiple stakeholders to deliver a range of analytical projects that influence decision making. We are looking for an SEO social researcher to lead our biomethane evaluation programme. This is a critical time to join the team as we reach important delivery milestones on the evaluation of the Green Gas Support Scheme (GGSS) and Green Gas Levy (GGL), which will shape DESNZs view on the success of the scheme. These insights will be used to inform a future framework for biomethane over the next year, where the post holder will also be responsible for leading the development of a future M&E plan.The post holder will be responsible for:Leading the successful delivery of an impactful GGSS and GGL Evaluation. This involves project management of external contractors as well as reviewing and re-scoping evaluation activities, to align with ongoing policy developments.Communicating and engaging with stakeholders and senior officials throughout DESNZ, to embed valuable insights from the GGSS/GGL Evaluation in biomethane and wider policy development.Leading the design of monitoring and evaluation requirements for a future biomethane policy framework.Cross cutting support on monitoring the operations of the GGSS.The post-holder will be expected to work closely with policy, with the analysis and policy teams working in a productive and collaborative fashion.Both of these roles can be based in any DESNZ location (see the full list of location options at the side).
