Job Description

We have three roles as a Senior Business Analyst (BA) within the Office for National Statistics (ONS) to help deliver a number of key programmes and projects.The successful candidates will be working with project teams who are responsible for delivering large scale projects in response to user needs. All projects deliver against at least one of the ONS strategic objectives.Information about the three Business areas:Digital Services (DS) - The Data & Dissemination team (part of the Collection & Dissemination division) are responsible for the technologies through which ONS publishes statistical data, and for ensuring that data is made available to the public in a timely manner. We are currently embarking on a transformational programme to improve our offering; building strategic capabilities and providing both human and machine-readable solutions to make published data as accessible as possible.This role will report to the team's Lead Business Analyst and will work closely with Delivery and Product Managers to gather, refine and document requirements, map processes, and liaise with stakeholders.We are a friendly, hard-working team and this is a great opportunity to apply your skills, whilst having the autonomy to put your own stamp on the role.The role holder will be experienced working within agile multidisciplinary teams on digital products and with data in various formats, utilising application programming interface APIs.Digital Services (DS) - Life Events Data Repository (LEDR) - The LEDR DevOps team consists of experienced Software Engineers responsible for developing and supporting the LEDR system and its applications. The LEDR system, primarily a back-end system with multiple user interfaces, processes data from various sources using an ETL tool for transformations, validations, and verifications. The data is standardised for statistical purposes and made available for creating datasets and extracts.This role reports to another BA and involves working closely with the Delivery Manager, Product Manager, and Business Area to gather, refine, and document requirements, map processes, and liaise with stakeholders. With an established road map and numerous ongoing and future projects, this position offers a great opportunity to develop BA skills and make a significant impact within Life Events. Integrated Data Service (IDS) - To work within the Business Design and Architecture team, focused on our exciting Integrated Data Service (IDS). IDS is a cross government analytical platform, allowing not only data sharing across government but cross government and researcher collaboration. It has been designed to transform the way de-identified data about our society and economy are made available for vital research and decision-making in the UK. You will work with Business Service Designers, Business Architects, User Researchers and fellow Business Analysts to help shape our operation. Working with experts to define their services, processes and their interactions with other services and crucially being able to work in a design environment, where areas are ambiguous and need our support to define and design. This is not a technical Business Analyst role and we are looking for strategic thinkers, who thrive in a design environment. Responsibilities Lead and manage investigations into business processes, information systems, functions, information flows, data structures and software development processes, using various technical, methodical, and consistent techniques.Review existing system capabilities, develop use cases and information models, and align business requirements to specific capabilities of system development, including working with developers to ensure that user needs are met.Define improvements to business processes, developing business cases to enable decisions to be made based on the benefits of the change.Facilitate, understand, and communicate the project scope and work to assure the overall goal is maintained in creation of the product backlog.Lead in defining solutions to real business problems through influence, facilitation and communication and ensuring the end-to-end process is considered.Shape and challenge business priorities and ways of working through collaboration with business and technology teams.Elicit functional and non-functional requirements using appropriate techniques, considering the nature of change and established practices. Deliver at pace using the most appropriate delivery methodologies and adopting agile principles.Develop suitable analysis models using appropriate modelling techniques, considering traceability, adherence to business objectives and fitness for purpose. Work with business and solution architects to ensure that the wider architecture considered when undertaking analysis work.Assist decision makers in gathering information to make informed decisions. Promote a culture of assurance and security.Help to quality assure test solutions and products.Actively participate in the Business Analysis community and broader communities to refine and develop standards, working practices and sharing of knowledge and understanding.Understand core business activities within digital services and data transformation.Support technical colleagues to design and develop system and user interfaces.They will map the As-Is, identify possible process improvements and develop the To-Be. Identify gaps in functionality and assess the effect of proposed software changes on Users and the organisation.
