Job summary
The DCMS Shared Services team is a multidisciplinary team of professionals working closely together with 9 other government departments (the cluster) to deliver a single high quality, good value HR and Finance system (Enterprise Resource Platform ERP) and support service for DCMS and cluster departments.
This digital and business transformation project will require new organisational structures and ways of working at DCMS and across departments. The team works in partnership with the cluster programme team, cluster departments and the commercial Systems Integrator (Cognizant) on the design and delivery of the ERP and with senior leaders across Corporate Services on the associated business change.
We take a people-focused approach to change, and as we move towards our go live date of June 2026, we are co-designing new organisational structures and ways of working so that we can maximise the benefits of the change and bring people with us on the journey.
- The team is led by an experience Senior Civil Servant within the Finance Directorate at DCMS and works closely with colleagues in Finance, HR, Digital and Commercial teams
- The team has a mix of skills including shared services, technical, HR, Finance, programme management, communications and change.
Job description
Youll be an effective change leader, enabling the successful implementation and adoption of new technologies and services using established change methodologies combined with an understanding of cultural change. Youll get satisfaction from working in a collaborative and innovative environment, with the opportunity to work in a cross government programme that will make significant change for public servants in how they interact with corporate services.
You will lead the organisation design and business change workstream in the DCMS Shared Service programme. The workstream is responsible for engaging across HR/Finance/Commercial to co-design new structures and ways of working. This will involve close collaboration with senior leadership teams across the functions to engage them in the change, map change journeys for the different groups impacted and support people whose roles will be changing. Youll work closely with the cluster programme team contributing to the design of the new Target Operating Model for the cluster and using that to guide DCMS organisation design and change.
You will engage senior corporate leaders and their teams to co-create and implement a new target operating model for corporate services to maximise the benefits of the new enterprise resource platform and shared service provider. You will work closely with corporate teams and functional design leads to understand and map current processes, roles, responsibilities and ways of working and develop change impact assessments detailing how processes will change.
Key responsibilities include:
- Leading work with corporate teams to design and implement a Target Operating Model for HR/Finance/Commercial;
- Representing DCMS in cross-government meetings to co-design the Target Operating Model for the cluster;
- Building strong relationships with senior stakeholders across the programme and in DCMS, advocating for users;
- Enabling the effective delivery of the shared services and systems into DCMS using established change management methodologies;
- Developing in-depth understanding, and staying abreast of, the wider DCMS change heatmap to mitigate change fatigue and optimise the successful adoption of change across multiple impacted groups;
- Implementing and leading innovative, engaging and informative stakeholder engagement at all levels of the organisation (including with Trades Unions). Supporting continuous improvement of our approach through gathering and reflecting on evaluation and feedback;
- Developing strategies and plans which prioritise preparedness for the adoption of the new system and services, including training and learning delivery;
- Working as an effective and collegiate member of the DCMS Matrix senior leadership team, including facilitating team days, building team cohesion and fostering our values and behaviours.
Person specification
Essential requirements
- Excellent project delivery and change management skills with experience of leading and implementing organisation design and new ways of working;
- Excellent communication and stakeholder management skills, including experience in organisational change programmes;
- Empathetic and self aware leadership capabilities, beyond your own team and across organisational boundaries, with ability to develop staff at all levels (of grade or experience);
- Demonstrable experience in delivering through others, including through a sponsorship coalition or complex, multi-layered organisations;
- Confident in making decisions and empowering others to enable teams to work together at pace; and comfortable with detail and ambiguity when delivering change.
Desirable skills
- An understanding of the Shared Services Strategy for Government and associated transformation initiatives;
- Project delivery qualification (e.g. APM, Agile, PRINCE2, etc);
- Change management qualification (e.g. PROSCI Practitioner, APMG Certification, etc).
