Job Description

We are looking for an enthusiastic, suitably well qualified person to provide leadership and direction of Adult Social Care's Contracting and Quality Performance function.

The successful candidate will combine excellent technical skills with drive and innovation and personal attributes to lead and inspire the Care Home and Home Care Contract Monitoring and Quality Teams, the Brokerage Service and Community Contracts Team.

The team works with Providers to ensure that services are safe and offer quality provision. They are involved in market management, managing provider failure, fee setting, brokerage to identify homecare solutions for people, procurement, service improvement and the identification and promotion of service efficiencies.

As Group Manager your main job responsibilities will include:

  • An understanding of the importance of Market Management, Market Shaping and the Commercial Environment that care providers operate in
  • Be responsible for negotiation and contract compliance of providers to address any shortfall in the quality of services including safeguarding concerns
  • To support Providers to ensure there is continuous improvement in service delivery
  • To lead on fee setting exercises to ensure affordability, whilst maintaining a effective market that is stable and offers choice
  • Ensuring that all procurement and contracting activities are carried out in accordance with legislation, council policies and procedures including financial regulations
  • To support the Brokerage team who undertake a key role in maintaining flow in health and social care system.
  • To develop partnership arrangements with providers, CQC and ICB amongst others to promote a safe high quality sustainable market
  • To develop a partnership working approach with providers in respect of managing the market to promote the range of safe quality provision.

Prospective candidates should have leadership experience of contract and performance management, preferably within a social care setting together with good communication and negotiation skills.

A mileage allowance is attached to this post, but it is possible for the allowance to be converted to other forms of transport where there is a requirement to undertake travel as part of this post.
