Head of Procurement

Location: Matlock, Derbyshire

Grade 15 - £59,559-£65,327 (pay award pending)

About the Role:

Derbyshire County Council is seeking an experienced and strategic procurement professional to lead and manage the County Council's procurement team. This role is pivotal in shaping and delivering procurement strategies that ensure cost-effective and high-quality service delivery across the organisation.

Key Responsibilities:

  • Lead and manage the County Council's procurement processes and strategies.
  • Develop and implement procurement policies, manage supplier relationships, and improve contract management.
  • Ensure compliance with the Procurement Regulations 2024 and other relevant regulations.
  • Collaborate with stakeholders to meet their procurement needs and drive value across the organisation.
  • Manage all employees within the County Council's Procurement Team.
  • Provide high-quality strategic expertise, guidance, and direction on procurement strategies, policies, standards, and practices.
  • Represent the Council in interactions with external bodies, developing effective relationships through partnership working.
  • Lead on the delivery of the procurement strategy to meet the Council's operational and strategic priorities.
  • Ensure compliance with Financial Regulations, Standing Orders, and national procurement regulations.
  • Promote the use of data technology and third-party solutions for improved service delivery.

Key Skills and Experience:

  • Extensive experience in procurement and contract management within a large, complex organisation.
  • Proven leadership and management skills, with the ability to motivate and develop a large team.
  • In-depth knowledge of local government procurement and contract management practices and regulations.
  • Strong analytical, problem-solving, and decision-making skills.
  • Excellent communication, negotiation, and interpersonal skills.
  • Experience in managing relationships with stakeholders at all levels, including elected members and external partners.
  • Ability to manage change effectively and implement innovative procurement solutions.
  • Commitment to social value, sustainability, and compliance in procurement practices.

Qualifications:

Member of the Chartered Institute of Purchasing and Supply (CIPS) or a suitable management qualification is desirable.
