The Post The role of the Care Group Director is to provide strategic and clinical leadership for their Care Group. The Care Group Director is accountable for the overall delivery of effective, efficient and high-quality clinical services in line with the requirements of the relevant commissioners. The Care Group Director is accountable for delivering these services in line with agreed objectives and budgets. Working with the General Manager for the Care Group, they will be responsible for contributing to and effectively driving the strategic direction of the clinical services within their remit including leading, communicating and implementing the Trust strategy and operational priorities. Other keys working relationships within the Care Group will be with the Clinical Leads, Head of Nursing, and the Finance and HR Business Partners. As Care Group Director you are expected to work closely with colleagues in other care groups and corporate functions for the overall benefit of the Trust and its patients, and is responsible for leading your team to operate accordingly. The Care Group Director will work collaboratively with the Associate Medical Directors who have corporate responsibility for matters of medical revalidation and appraisal, learning and development, patient safety and clinical governance, clinical quality and standards of care. Board and Executive The Care Group Director may also need to deputise for the Medical Director as required and provide advice to the Board of Directors. The Care Group Director will provide advice to the Chief Executive and input into wider Executive Team discussions on issues relating to clinical care priorities and Trust services and developments. The Care Group Director will also undertake a wider corporate role within the Trust, sharing and participating in the corporate direction and responsibility for the clinical strategy and operational priorities of the Trust. Accountability On a day-to-day basis accountability for managerial performance is delegated by the Chief Executive to members of the Executive Management Team who are individually and collectively accountable to the Trust Board for the delivery of clinical care within the Trust. The Care Group Director, supported by the General Manager, is operationally responsible to the Chief Operating Officer, and will be the senior accountable officer for the managerial, clinical and financial performance of the Care Group, and for ensuring delivery of the Trust Strategy as it applies to the Care Group: -The Care Group Director will be accountable for the specialties under his/her jurisdiction and ensuring that they provide and maintain a comprehensive range of high quality clinical services. -The Care Group Director will also be accountable for ensuring that the Care Group meets all clinical, statutory, regulatory and performance standards as laid down by the relevant national authorities, including compliance with the Trusts terms of authorisation as approved by NHS England, and with the service standards approved by Government through the Care Quality Commission and other regulators. -The Care Group Director will be responsible for ensuring that the portfolio of services is appropriately configured to meet the needs of the local population and commissioners. This includes, where appropriate, collaborating with other providers in the local healthcare economy on shared or delegated provision of service, and through programmes of continuing development and improvement. -The Care Group Director will have clinical responsibility for all of the Care Groups medical staff; professional responsibility will sit with the relevant Heads of Profession (e.g. the Chief Nurse will remain professionally accountable for all nursing staff). This includes ensuring staff compliance with relevant legislative and working practices (e.g. MAST, Appraisal and performance review). In his/her managerial role, the Care Group Director will have professional support from the Medical Director in dealing with managerial matters of professional competence and practice and will also be supported as appropriate by the Chief Nurse. Key Responsibilities 1.In conjunction with the Care Group Senior Leadership Team, to lead the overall management of the Care Group. 2.In conjunction with the Care Group Senior Leadership Team, Clinical Leads, Consultants & Senior colleagues, to play a full part in developing & implementing new ways of working in line with the Trusts transformation priorities principles and with a Quality Improvement approach. 3.In conjunction with Clinical Leads, Consultant and Senior colleagues, to take responsibility for the best use of departmental staffing and other resources to ensure the maximum efficiency of the department. 4.To observe the Trusts agreed policies and procedures, in particular in relation to managing staff, and to follow the Trusts Standing Orders and Standing Financial Instructions. These policies and procedures have been drawn up in consultation with the profession on clinical matters. 5.In conjunction with Consultant and Senior colleagues, to ensure that the requirements of clinical governance are met. 6.As part of the Trusts leadership team, develop the Trusts strategy and implementation plan. 7.Support the delivery of Trust Strategy and act corporately in this regard. 8.Develop and implement a clinical strategy for the Care Group in line with the overall Trust strategy. 9.Securing the day-to-day (clinical & operational) delivery of high quality, efficient clinical and patient services and ensuring that corporate objectives and standards are met. 10.Lead and chair the Care Group clinical / business meeting, ensuring that a robust Governance infrastructure of information, communication and accountability is in place to enable the overall aims and objectives of the Care Group and the Trust to be achieved. 11.Work with relevant Executive Directors, General Manager & Care Group leadership team and senior colleagues to develop a business plan and budget for the Care Group, to ensure that the clinical performance of the Care Group achieves financial balance, generates an acceptable level of surplus. The Care Group Director has responsibility to deliver acceptable clinical outcomes and meet expected quality targets across all Care Group services. 12.Ensuring that the Care Group achieves all internal / external quality and performance targets within the overall framework of the Care Quality Commission. This includes overall responsibility for a clinical risk register and management of all clinical risks. 13.Oversee a workforce development plan for the Care Group medical staff - to have the right people in the right place at the right time. 14.Ensure all medical staff are appropriately performance managed and reviewed, including carrying out development and training programmes appropriate to their professional requirements, the requirements of the Care Group and the Trust. 15.Ensure that job planning is carried out to reflect the clinical requirements and effectiveness of the division whilst keeping within budget. 16.Ensure that clinical rotas are appropriate for the effective delivery of services. 17.Lead and motivate staff within the Care Group. Promote positive communication both internal and external to facilitate and develop a culture of openness, co-operation, empowerment and involvement for all staff across all of the clinical services within the Care Group in line with Trust Values and approach to equality, diversity and inclusion. 18.Assist the Medical Director and Chief Operating Officer in their day-to-day role and deputise where necessary. 19.Support the Medical Director and Chief Nurse to facilitate the establishment and maintenance of appropriate systems to support the clinical effectiveness and governance agenda to develop a culture in which quality and productivity standards are continually raised. 20.To receive training in the requirements of implementing Maintaining High Professional Standards (MHPS) for dealing with issues concerning medical staff. 21.To attend (or to organise an appropriate deputy with authority to take action) all corporate assurance meetings as required. 22.To support quality improvement and participate in other quality initiatives e.g. GIRFT. 23.To be responsible for the maintenance of comprehensive mortality data for the Care Group. 24.Any other duties as deemed appropriate. Key Relationships The Care Group Director will develop close working relationships with medical managers and other colleagues within the Trust. This includes but is not limited to the Chief Executive, the Chair and Non-Executive Directors, Executive Directors, Associate Medical Directors, Medical Examiner, General Managers, Clinical Leads, Service Managers and Heads of Profession. The Care Group Director will also develop close working relationships with the relevant external stakeholders, including (but not limited to) commissioning colleagues and those in similar positions of responsibility at other local providers.
