Job Description

Lead a range of research activities, including literature reviews, survey summaries, and engagement activities to support evidence-based practices Assess the evidence base for service developments and enhancements, especially where existing statutory or NICE guidelines does not meet current requirements, and guide evidence evaluation methodologies, commissioning additional guidance when necessary Develop and review policies as required by the CPDG, ensuring these are written in an accessible way for our NWL population Lead and co-ordinate service review and audits of panel decisions to inform the continuous development of the IFR Service and PPwT policy Manage policy audit processes within agreed timeframes as per contractual agreements Assess the evidence base for proposed service changes and improvements outside the regular commissioning cycle Conduct basic statistical analysis including regression and descriptive statistics Perform health economic modelling for cost-effectiveness, supporting scientific resources and decision-making Run and support engagement activities with the project manager related to the policy review. Develop and coordinate papers and business cases for the Policy Development Group, both internally and externally Lead the strategic development of commissioning decision papers for NW London ICB, incorporating evidence-based reviews, financial modelling, and wider determinants of commission decisions Support the Head of IFR/PDG and GP Clinical Lead in producing strategic and performance reports Understand organisational objectives to ensure equitable health services and reduce health inequalities Provide expert advice for evidence-based commissioning, prioritising services for the population Health. Collaborate with NHS Trust colleagues in primary/community care, acute, and mental health for a health economy-wide perspective Contribute to clinical governance by fostering a reflective culture and evaluating existing/new practices Analyse and review the business intelligence data and financial data and produce a compromise to the Prepare and present policy reviews at PDG meetings Utilise software like Excel, SPSS, and NVivo for data analysis and research purposes Offer expert support in assessing evidence for patient referrals and complex cases with exceptional circumstances Guide PDG staff on methodologies for evidence assessment and commission additional guidance as needed. Support IFR operations Manager with the activities at the triage and panel as required Staff Management Line management responsibility fo the clinical policy development team. Demonstrate leadership in supporting development of team members to achieve their potential Provide a coaching approach to encourage others to develop and actively create opportunities to enable everyone to learn from each other Develop and embed mechanisms to support the wellbeing of the team Information Management Provide training advice and support on own area of responsibility. Develop and maintain databases as required by the role. Carry our timely and accurate information analysis and reporting on agreed areas of portfolio and present findings in agreed manner when required. Working collaboratively with ICB staff members, providing cover during absence of team members. Reducing Inequalities Ensure services are developed and provided in a way that provides equal access and care for all our residents Promote approaches where residents views actively shape service and care provision, including through use of co-production to drive measurable transformation for residents. Use data and information to actively review and monitor the impact of services and decisions on our diverse population, taking action where necessary to ensure greater equality of impact. Ensure Equality Health Impact Assessments (EHIA) are proactively undertaken for all service developments. Promote a culture that embraces equality and strives continuously to reduce inequality in for all NW London residents and staff. Information Management Responsible for the development of systems and frameworks to effectively monitor scheme delivery service provisions and to support future service and policy developments Financial and Physical Resources: Identify appropriate financial and other resources to ensure delivery of projects and work-plans, through preparation of a business case or other ICB approval mechanism, and report regularly to key stakeholders on progress against plan Responsible for matching the available budget for each workstream to the appropriate staff resources and projects and for ensuring that the budget breaks even. Co-ordinate the budget, monitoring expenditure against target areas. Develop business cases to support investment and support contracting and procurement requirements for key services. Ensure compliance with Standing Orders and Standing Financial Instructions in the discharge of this responsibility with reference to IFR & PDG. Creation of Purchase Orders where required, and authorised for receipting invoices for payment. Responsible for supporting the commissioning of projects and procurement of services to support project delivery. Provide financial reports to Directors and the Board as required. Provide advice and prepare strategic reports and briefings for directors and stakeholders. In depth analysis, interpretation and production of complex and multiple reports including financial returns. Constantly strive for value for money and greater efficiency in the use of these budgets and to ensure that they operate in recurrent financial balance year on year Freedom to Act Lead specialist for specific, time-bound, projects including interpretation of national and local policies appropriate to that project Research and Development Maintain awareness of good practice and development across the NHS, for example by participating in share and learn activities Undertakes surveys, where appropriate within a programme of work Policy and Service Development Promote the adoption of best practice to support the delivery of the Service Transformation agenda in line with ICS thinking Responsible for the interpretation and implementation of policies and guidelines Physical, Mental & Emotional Effort The role is largely a desk based role with frequent use of VDU for extended periods of time, however with some requirement for travel and engagement in face to face meetings with partners Combination of sitting, standing and walking. Light physical effort predominantly office environment Frequent concentration with potentially unpredictable working patterns including distractions The role has occasional exposure to distressing or emotional circumstances associated with reviewing the IFR cases. There may be occasional indirect exposure to highly distressing or highly emotional circumstances.
