Job Description

Provide positive and visible leadership inspiring and motivating clinical and non-clinical staff to deliver effective utilisation of non-pay spend supported by good governance. Develop and maintain effective relationships with contractors and external suppliers deploying developed communication and influencing skills. Contribute to the development of regional and national strategies. Develop a commercial awareness capability within the NMBC ensuring an early view of opportunities and developing markets. Develop & maintain strong, professional internal relationships with Trust and Integrated Care Board (ICB) Executives and Management teams supporting effective & efficient delivery of the clinical and operational agenda. Develop a consistent approach to commercial contract management to support all Black country ICS Trusts of the NMBC commercial contract management activity. Provide impartial and professional advice and meaningful analysis and interpretation, to enable the development of strategy, planning, decision making, and control of expenditure. Be the local Trust lead in terms of commercial contract management. Manage compliance with OJEU, EU, UK National and International Procurements legislation as required. Have the ability to develop detailed option appraisals from often complex data sources. Ensure proactive involvement with, and influence on, all material organisation decisions to ensure that the immediate and longer-term implications, opportunities, and risks are fully considered and consistent with the respective Trusts and ICB commercial contract management portfolio. Develop resource allocation strategies to deliver business priorities, based on an understanding of present and longer-term needs including the delivery of the ICS / Trust level procurement work plan, work force objectives, managing commercial risk and manging supply chain resilience, etc. Ensure that opportunities and risks across all aspects of a Trusts and ICB commercial contract management portfolio are fully considered and consistent with the overall ICS strategy. To lead a programme of change management and innovation with respect to supplier relationships developing new approaches to partnership and to engagement reflecting the NMBC ambition. Provide appropriate level of support / intervention to operational Trust / ICB teams to produce relevant business case documents / reports. Workforce Promote and role model a culture and value set where staff feel empowered and accountable for service improvement at local level. Contribute as a member of the NMBC Procurement Board and NMBC Senior Leadership and NMBC Senior Management Team. Provide support, guidance and feedback through staff appraisals, 1-2-1 and team meetings. Participate in a coaching and mentoring scheme to develop and grow talent. Update industry, business and professional knowledge and identify own development needs. Agree a development plan to close the gap. General Duties and Responsibilities Responsible for line management of local Deputies of Procurement, Heads of local service delivery and designated Central Support Function leads where relevant. This includes appraisal, sickness absence, disciplinary, grievance, recruitment and selection, personal and career developments and departmental workload allocation. Responsible for the overall management of the Commercial Contract Management team across different functions in a matrix structure including the training, performance and discipline management. The ability to work flexibly, some travel between different locations will be required. Assist in interpreting, formulating, and implementing plans to achieve various NHS reforms. Instigate benchmarking and audit exercises with other Trusts outside of the NMBC in order to evaluate the effectiveness of the NMBC Commercial Contract Management Team. Deputise if required the for Group Director of Procurement. Contribute to and lead on sections of the NMBCs Government Commercial Function Commercial Standards Accreditation. Enhance own performance through continuously developing own knowledge, skills and behaviours to meet the current and future requirements of the job and respond to the learning needs of specific Trusts / organisations represented and the wider NMBC. Regularly review own practices and makes changes in accordance with current and / or best practice, makes suggestions for improved practice, innovation and identifies where other activities affect own practice. To update and maintain appropriate actions on the relevant Trusts risk register within the area of responsibility. To achieve and demonstrate agreed standards of personal and professional development. To contribute positively to the effectiveness and efficiency of the teams in which they work. To undertake any other duties at the request of the Group Director of Procurement, which are commensurate with the role, including project work. To act in ways that support equality and diversity and the rights of individuals, ensuring own practice is in accordance with Trust policies. Identify and take action when own or others action undermines equality and diversity The post holder will be required to adapt to and undertake different or new duties in line with professional and service developments. Look for new and innovative ways to achieve cash releasing savings, improve third party expenditure governance and improve overall supply chain resilience across the NMBC Pan ICS footprint. Attend / Chair or act as the secretary for adjudication and supplier meetings pre and post tender. Negotiate with suppliers and manage the relationships with user departments to ensure optimum value for money and strong partnerships are maintained. Lead and manage dedicated NMBC Central Function Teams with pan NMBC / ICS remit and be responsible for all elements of performance. Lead and manage a pan NMBC / ICS Commercial Contract Management Category Cell forum and be responsible for delivering the commercial contract management contained within in line with Trust, ICB and NMBC strategic requirements. Have a presence at all NMBC Trusts, ensuring that senior members / Executives of each Trust are met with regularly and are provided with clear management and direction. Implement policies and update in line with changing laws consistently across all NMBC Trusts. Undertake effective budget planning and management as delegated by the Group Director of Procurement.
