Key Relationships The Head of Place Quality will be required to build and maintain good working relationships with a broad range of internal and external stakeholders on a range of issues to ensure optimum engagement with, and implementation of, the quality and safety agenda. This will include providing and receiving highly complex, business sensitive and/or contentious information and may include presenting information to a wide range of internal and external stakeholders in formal setting. Functional Responsibilities Contribute to the development of the vision, aims and business objectives of the ICB. Work collaboratively with the Director of Nursing and Quality and Providers to improve the quality of care through Quality Improvement methodology and the development of patient safety systems. Providing assurance to the ICBs Quality and Safety Committee, System Quality Group and Integrated Care Board. Ensure the ICB, when exercising its functions, acts with a view to securing health services that are provided in a way which promotes the NHS Constitution. Ensure that the voice of the Member Practices is heard and the interests of the patients and the community remain at the heart of discussions and decisions. Act in the best interest with regard to the health of local population at all times. Quality Improvement Leadership and Delivery Lead the development, delivery and promotion of the ICB clinical quality and patient safety agenda through quality improvement developing patient safety systems. Ensure that the quality and safety service lines delivered by the Commissioning Support Unit are efficient and effective, ensuring that Norfolk and Waveney ICB have in place robust management and communication processes for Serious Incidents, Never Events, and adverse incidents. Support and deputise for the Director of Nursing and Quality in matters of Infection, Prevention and Control. Ensure compliance with safeguarding children and adults working closely with the designated Adult and Children Safeguarding teams and GP leads to promote and implement National guidance. Provide professional advice to address requests for treatments and clinical interventions that fall outside existing agreements and contracts (e.g., requests to fund new drugs and therapies often to extremely ill people). Communication The post holder will be required to deal with complex and sometimes conflicting subject matter problems in day-to-day work, workshops, meetings, one to one communication and other events. The post will require the ability and resilience to give difficult messages to a range of audiences and may need to manage potentially antagonistic situations with staff and stakeholders over issues of quality and safety. To work in a matrix management style and to foster close working relations with other managers within the ICB and achieve STP and NHS objectives. Lead the ICBs approach to the commissioning of services that are both clinically effective and value-for-money. Lead on the development of robust systems for identifying, investigating and managing any areas of concern in the delivery of commissioned services ensuring that remedial plans are developed to ensure the safety of patients. Adopt and lead on the development of nationally recognised quality tools. Ensure research and development informs and identifies best practice and continuous clinical and quality improvement. Establish learning networks across Norfolk and Waveney and the wider health economy in relation to quality and safety. Responsible for developing and leading the nursing, quality and safety strategies and plans for the ICB. Be responsible for policy interpretation across the health economy on all aspects of quality development, including the development of quality schedules in contracts, risk analysis and action plans for implementation of improvements.
