Job Overview
As the Policy Delivery Lead within the SCD and Thalassaemia Quality Improvement Programme in the HIIP team, you will lead a team to deliver a portfolio of projects aimed at improving outcomes for people with sickle cell disease (SCD) and thalassaemia. The postholder will work collaboratively in a matrix team and with subject matter experts to support the delivery of the programme. It will be a two-year fixed term post.
The post holder will be responsible for providing strategic policy delivery and management of a number of ambitious transformation initiatives outlined by the SCD and Thalassaemia QI Programme.
The post holder will have strong relationship management skills, the ability to grasp policy without losing sight of strategic objectives along with significant national, regional and cross organisational matrix working.
Main duties of the job

- Lead on and inform the delivery of a number of complex policy projects at any one time, within budget and in line with the programme plan.
- Lead and contribute on all programme meetings, workshops, and events to develop policy, solve problems, and build consensus on complex issues.
- Represent the programme team and wider Healthcare Inequalities Improvement Team at a range of internal and external forums and maintain strong relationships with key sickle cell and thalassaemia stakeholders and delivery partners.
- Act as lead on behalf of the programme for parliamentary accountability, including responding to PQs and FOI requests, providing policy updates to internal and external stakeholders at a senior level and supporting programme representation as required by the Senior Professional Advisor and the Delivery Lead.
- Work flexibly across the programme team's portfolio and within tight timescales.

Contribute to the programme team's policy function, such as drafting briefings, policy documents and written responses to parliamentary questions

Monitor, interpret, and quality assure progress against agreed deliverables as outlined by the SCD and Thalassaemia programme team.

Be responsible for planning, day-to-day delivery, and subsequent performance management, adjusting plans as required, ensuring that risks and issues are identified and mitigated.

The National Healthcare Inequalities Improvement Team was established to deliver the vision of exceptional quality healthcare for all, ensuring equitable access, excellent experience, and optimal outcomes.
The role of the Healthcare Inequalities Improvement Team is principally threefold;
setting direction in relation to tackling healthcare inequalities across NHS England (NHSE) and the wider NHS;
creating a positive improvement culture which champions data as a means of gaining actionable insight to drive interventions leading to reductions in health inequalities; and
working with national teams and partners to ensure that we deliver commitments to tackling health inequalities set out in the NHS Long-Term Plan.
Underpinning all our work is a strong focus on quality improvement with a real emphasis on data for improvement, strengths-based approaches and co-production with communities, patients, and service users.
The team has deep links across NHSE programmes, policy and clinical areas and strong connections with the Office for Health Improvement and Disparities (OHID) and local government.
With a national director in place driving the programme forward, and an established team to reflect the importance of this agenda,key projects within the portfolio include:
Development of a Health Inequalities Improvement Strategy which will set out the strategic vision to narrow the health inequalities gap amenable to healthcare interventions.
A Health Inequalities Improvement Dashboard for NHS and local authority users, and further development of a public facing dashboard; providing actionable insight leading to impactful interventions and intelligence about what works.
Establishment of an enabling infrastructure of forums and groups to support delivery including the Health Inequalities Improvement Forum (for regional and system health inequalities leads), a National Health Inequalities Improvement Network (for clinical leads) which both feed into a Health Inequalities Improvement Board.We work closely with regional SROs and programme leads for health inequalities to inform our work.
- Working with policy areas and programmes across NHSE to hardwire health inequalities improvement into the organisational structures and processes, this includes recent publication of the NHSE statement on information on health inequalities to reflect the strengthening of health inequalities duties within the Health and Care Act 2022, delivery of a framework for NHS action on digital inclusion, and other national policy documents

An exciting opportunity has arisen for a fixed term contract until March 2026 in the Healthcare Inequalities Improvement Team as a Policy Delivery Lead for the NHSE SCD Thal QI Work Programme.
You will both lead and inform a range of policy projects, focusing on our deliverables as part of the healthcare inequalities work programme, as well as supporting a range of policy and engagement briefs across the team and in liaison with other NHSE programmes and teams at any given time.
You will work to manage and deliver the agreed portfolio of projects, adjusting plans and focus in line with changing events and priorities.
You will have excellent written and verbal communication skills a key part of the role will be drafting high quality documents for a wide audience. You will also have knowledge and experience of the health policy landscape and be proficient in forming strong working relationships to bring about a common goal. You will have the ability to meet strict deadlines, demonstrate initiative and be able to work alongside others to achieve positive outcomes. You will have the ability to scope work, structure problems and appraise options. The ability to analyse and synthesise complex information into briefings or papers would be an advantage.
The successful candidate will be able to demonstrate a dynamic approach to delivery, demonstrate resilience, and have a strong commitment to achieving high standards of policy development and delivery.
