Job Description

To work as part of the Public Health team to help realise the vision of Wiltshire Council to create stronger and more resilient communities and deliver on the key priorities of the team and those shared with partners. The post holder will support the work of the Public Health Principal/Public Health Consultant in Health Improvement to deliver the operational priorities of the Wiltshire Health Improvement Hub. The post holder will contribute to the improvement and protection of the health and wellbeing of those living and working in the Wiltshire area, which includes a population of approximately 500,000. The post holder will be responsible for leading and delivering the operational direction in areas of designated responsibility and will provide a specialist public health approach with minimal supervision to reflect both national and local priorities with the emphasis on prevention and reducing health inequalities. The post holder will work within a complex and wide-ranging multi-agency environment. Partnership working is key with other statutory, non-statutory and voluntary agencies and the post holder will need to embody strong communication and interpersonal skills. The post holder will be responsible for line management of 3-4 Public Health Practitioners Health Improvement Service Leads, who have line management responsibility for teams of Health Coaches. The post holder will also have line management responsibility for the Senior Wellbeing Admin Assistant who has supervision responsibility for the other Wellbeing Admin Assistants in the team. The post holder will lead on setting and delivering on the strategic vision of the Wiltshire Health Improvement Hub with the support of the Public Health Practitioners for the service. They will lead online management of new team members for the service and oversee the Apprenticeship programme undertaken by team members. The post holder will build the external partnership and lead on work to utilise these opportunities for referral mechanisms as well as generating innovative ideas for programmes. Specific duties and responsibilities include: Reporting to the Public Health Principal, the purpose of the Wiltshire Health Improvement Hub Team Manager role is to: Provide the line management for the Wiltshire Health Improvement Hub including approximately 4 Public Health Practitioners Health Improvement Service Leads, who in turn have their own team of direct reports. It will also involve the line management and oversight of work of the Wellbeing Admin Assistant team for the WHIH. This includes day-to-day line management responsibilities including undertaking 1-2-1s, supervision, appraisals, trainingsupport, applying HR policies and procedures as appropriate. Develop and manage the implementation of the programme for Wiltshire Health Improvement Hub in Wiltshire including designing and delivering the service plan and communication plan. Consult and communicate with a wide range of groups and stakeholders to ensure the successful delivery of the services within the Wiltshire Health Improvement Hub including community members, staff and senior managers across the Council, elected members and those working in other agencies such as NHS, Third Sector. Lead on recruitment of new team members to the Wiltshire Health Improvement Hub. Lead on the Hubs training provision for the team including the Royal Society of Public Health training body, ensuring the service is set up to be a training centre and maintains its registration. Develop an annual training plan for the team and ensure individual personal development plans feed into this. Work closely with each Public Health Practitioner Health Improvement Service Lead to ensure high quality service delivery, including accurate data collection, data analysis and designing programmes within the services key priority areas. Lead on the development and implementation of the WHIH new database and ensure a smooth transition for the service, including how the service meets its responsibilities for data submissions to NHS Digital and Community Data Service. Horizon scanning for research, best practice and learning to improve service delivery in Wiltshire, working with PH Practitioner Health Improvement Service Leads seeking innovative ideas to engage with health inclusion groups. To be responsible for the oversight of implementing and monitoring how the service adopts the proportionate universalism to meet the needs of Wiltshire population. Ensure efficient and adequate referral pathways are in place from Primary care, acute trusts and other health professionals and partner organisations. Be the point of contact for the Apprenticeship programme for team members and ensure effective support is in place with the training provider and Wiltshire Council Apprenticeship Coordinator. Lead on the quarterly reporting and development of annual reports of the service data. Ensure service specifications for the hub are up to date and relevant, working closely with Public Health Specialists and Public Health Practitioners across the Public Health Team. To lead on the hubs team meetings, planning agendas, and leading development opportunities for staff in the team. To contribute to the implementation of the NHS Long Term Plan Prevention agenda across BSW. To represent the Public Health Team and the council at agreed partnership events, partnership Boards, multi-agency working groups, professional groups and other fora; this may involve chairing and / or facilitating multi-agency working groups. Contribute to writing topic related reports to inform council, partner organisations and government bodies e.g. Cabinet, Department of Health, Public Health England, CCGs etc. and contribute specialist topic information to annual public health reports, strategic documents and other reports as required. To keep up to date with the evidence base of effective practice, in particular relating to specific public health topic areas and public health competencies. This will be gained throughliterature searches, critical appraisal of literature, conferences, networking, journal clubs, professional body communications etc. To comply with professional body codes of conduct e.g. UK Public Health Register (UKPHR), Faculty of Public Health (FPH), Royal Society for Public Health (RSPH), Health Professions Council etc. as appropriate. The post holder will be prepared to support the wider Public Health team in the event of threats to health protection and emergencies that threaten public health. The key functions of the role are: To establish and maintain effective working relationships within and outside the organisation and promote good working practice. Provide comprehensive support and advice to senior managers to meet statutory duties, the key objectives and priorities set out in the Wiltshire Council Business Plan and support best outcomes for Wiltshires population. To ensure that all relevant information is communicated effectively to those who need to be aware of that information. Represent the service at a strategic level where appropriate. Use of professional expertise to ensure problem solving of business management issues, proactively anticipate problems and deliver solutions which enhance the quality and efficiency of services and the reputation of the council. Provision of specialist advice and support to the Councils Public Health senior management team across management, policy, strategy and stakeholder engagement relevant to the prevention agenda, ensuring that actions are undertaken as required. Ability to analyse highly complex facts or situations requiring analysis, interpretation, comparison of a range of options for Public Health outcomes and strategy / policy setting. By working with partner stakeholders and organisations the post holder increases understanding of the work of the Public Health Team and aids the effectiveness of that work through the Wiltshire Health Improvement Hub. The post holder will be expected to deal with complex situations relating to the management of the WHIH service and manage resources appropriately. The post holder meets regularly with the Public Health Principal and provides monthly updates on issues relating to recruitment, spending and risk management, ensuring that actions are undertaken as required. To initiate, support and maintain networks to gather information and intelligence where appropriate to inform key reports. Ability to rapidly process information and respond to complex requests for information which may be sensitive or contentious. To maintain and support the team to maintain appropriate records which will involve the use of IT. To undertake direction, supervision and personal development requirements appropriate to the post and as agreed with the Healthcare Public Health Principal. To assist in the development of initiatives, e.g. Performance Management and Appraisal, Continuous Professional Development, etc.
