As a member of the Engineering Services Team (Commissioning Team) within the Highways services, you will support the achievement of these key priorities, making a real difference to the lives of people in Shropshire. The Engineering Services team is tasked with the strategic management and delivery of the Highways services medium- and long-term strategy, through the creation of policies, delivery of major development sites and projects and support delivery of the Council's vision, values and strategic objectives. Overview of your role As a member of the Street Lighting and Traffic Signals Team, the post holder will be responsible for supporting the preparation of technical designs and tenders for current and new EV projects. Preparing, scheduling, coordinating, and monitoring the assigned electrical engineering projects. Following up any work conducted to ensure the highest levels of customer satisfaction. Perform overall quality control of the work (budget, schedule, plans, performance) and report regularly on project status. Deliver to cost, specification, and time for a defined package of work. Provide Financial analysis, control, and forecasting The post holder will be required to support the Street Lighting and Traffic Signals Commissioner by identifying, appraising, and assessing project ideas, concepts, plans and proposals and monitoring and managing risks throughout the project lifecycle. Ensuring Compliance with applicable National & International standards such as ISO & BS EN. Ensure project controls and processes are effectively deployed and maintained for all work through the lifecycle of the delivery. Manage both the internal and external supply chain throughout the project lifecycle. Answer queries raised by members of the public, elected Members and all other stakeholders. Who will your manager be and what will you be responsible for? You will be: ▪ reporting to the Street Lighting and Traffic Signals Commissioner who is in turn responsible for your health and safety, training and development. ▪ As this post progresses you may be responsible and accountable for a number of staff in a supervisory/managerial capacity, monitoring performance, supporting development and undertaking annual appraisals. line manage. FTE members of staff, acting that you will ▪ expected to lead and/or contribute to a range of projects and build relations with both internal and external partners in order achieve specified outcomes but will not have direct authority over those involved. ▪ responsible for an approximate budget of £3,000,000 which includes capital and revenue funding over the next 2 years. Your responsibility will include management of all existing Shropshire Council owned vehicle charging points and any future installations. ▪ Responsible for preparing responses in line with Shropshire Council's corporate processes and national/regulatory/statutory processes (e.g. complaints, MP enquiries, Information Governance requests, customer enquiries, media enquiries, HR staff investigations etc..). These responses should be in line with the quality and timescale expectations set out within Shropshire Council's published procedures and/or case allocation emails and discussions. • Responsible for completing within expected timescales all mandatory corporate and role specific training. Training requirements will be detailed in your corporate induction and Personal Development Plan (PDP). Courses are accessed via the council Learning Management System via the Intranet. With support of the Street lighting team manage the total project lifecycle of the development and installation process • Accountable for managing capital budget and grants • Expected to demonstrate commercial and financial awareness • Be the key point of contact for Shropshire Council in respect of the public EV charging network; - • Leading on communication with key stakeholders including Elected Members, colleagues, and members of the public in response to any queries or issues related to EV infrastructure that may arise • Working with partners and stakeholders internally and externally to develop Council policy on EV infrastructure • Project management associated with the delivery of infrastructure to support the Council's public EV charging network • Establishing an EV Infrastructure Steering/Working Group; - • Preparing bid(s) for external funding including the LEVI Capital Fund and ensuring the delivery of projects associated with any successful bids; - • Undertake technical assessments of tenders • Liaising with Distribution Network Operators (DNOs) to ensure we have the required grid capacity for EV infrastructure; and - • Coordinating ongoing maintenance and repairs of the EV charging network. What will you be doing? ▪ The pricing and connection designs and the execution of documents prior to the installation being instructed ▪ The management of multiple connection offers simultaneously with numerous counterparts ▪ Update line manager on a weekly basis ▪ Maintaining and updating the central, company cloud-based management system for tracking and recording the process of each connection from enquiry through to contract execution ▪ Charger Commissioning: Check-in with installers to ensure the installation and commission of chargers is complete ▪ Manage and monitor programme of works for specific projects ▪ Auditing of Contractors works on-site ensuring any remedials are carried out to a high standard and within specification. ▪ Assist the continual development of our operations system ▪ Asset management of new and existing chargers ▪ Ensure specifications are up to date for equipment and installations ▪ Monitor supply chain stock levels ▪ Linking with the financial team in updating all relevant ▪ Applying for and progress new applications with the DNO ▪ Partake in client and partner meetings which may include out of office hours ▪ Lead on grant applications through to commissioning ensuring grant providers are updated on a regular basis. ▪ Pick up and manage existing grant projects and see through to conclusion ▪ Maintain, and update Shropshire's existing EVCP Strategy and develop a new EVCP Policy for Members approval. ▪ Respond to all enquiries/complaints and new requests relating to EVCP from both internal and external parties ▪ Obtain and publish from third parties EVCP usage The above duties are an illustrative outline and are not an exhaustive list. What are your conditions of Service The conditions of service are those laid down by Shropshire Council, which have been adopted and amended as necessary from those laid down by the National Joint Council for Local Government Services. You will be based at Longden Road Depot Shrewsbury Your post is subject to the following: ▪ The post is Temporary for 18 months, for 37 hours per week, ▪ Normal office hours are 7am - 7pm Monday - Friday and 8 am - 1pm Saturday with a minimum lunch break of 30 minutes. ▪ The post is subject to the Council's annualised hours scheme as implemented within the specific work area. This post carries eligibility to join the Local Government Pension Scheme. Information about this will be sent with any formal offer of appointment. Annual leave entitlement is a pro rata flat rate scheme of 207 hours (28 days) annual leave plus bank holidays, with five days extra awarded to those staff with five years local government service giving an entitlement of 244 hours (33 days).
