- Extensive technical knowledge of mechanical and electrical maintenance and solution design.
- Operational experience in project management, building maintenance, or estate management, preferably in the public sector.
- Experience in contract management, procurement, and budget management.
- Relevant qualifications in Mechanical Services engineering or related field, and ideally, a member of CIBSE or an equivalent professional body.
- Physically able to undertake site inspections and owning a current driving license with the use of a vehicle.
What the Job Involves
- Providing technical expertise for planned and reactive maintenance solutions on complex, sensitive, or large projects.
- Overseeing the technical maintenance supply chain and ensuring tasks meet required standards.
- Ensuring safe maintenance of the estate in compliance with legislative and regulatory provisions.
- Leading the scoping of reactive maintenance projects and determining best-value repair options.
- Creating design solutions, producing technical specifications, and overseeing contractor delivery.
- Assisting in contract management for planned and reactive supply chains, including site checks and work validation.
- Reviewing and inspecting contractor works to ensure they meet standards and statutory requirements.
- Undertaking procurement activities related to consultants or contractors for maintenance projects.
- Analyzing and recommending on design options to ensure project objectives and value for money.
- Leading multi-disciplinary teams to deliver maintenance projects on time and within budget.
- Managing and monitoring project budgets and evaluating contractor valuations and payment requests.
- Liaising with consultants, obtaining necessary approvals, and coordinating with the Estates and Asset Management team.
- Ensuring project compliance with the Council's Financial Regulations and Contract Procedure Rules.
- Managing Health and Safety responsibilities, including CDM regulations.
- Providing advice to clients and building users, ensuring stakeholder engagement and project updates.
- Representing the council and providing professional advice on building-related matters.
- Maintaining continuous professional development through training and appraisal processes.
- Maintaining high levels of customer focus and satisfaction, managing relationships with council staff, contractors, tenants, the public, and councillors.
